Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in (San Jose, Sacramento) California by their start date.

This position is eligible for a hybrid telework schedule, typically working a maximum of 40% remote, after the completion of the probationary period (one year).

Overview:
The Wells and Water Measurement Manager is assigned to the Wells and Water Measurement Unit and is responsible for the implementation of Valley Water's Well Ordinance Program and the Water Measurement Program. The position plans, manages, and oversees the daily functions, operations, and activities of the Wells and Water Measurement Unit. This position manages the implementation of Valley Water's Well Ordinance and Water Measurement Programs and serves as the primary liaison for issues related to the programs. They will be responsible for permitting, well construction proposals and approvals, as well as following all Valley Water well standards. This position represents Valley Water to wholesale treated water customers, wholesale, and retail groundwater customers, well permit applicants and owners, well owners, groundwater professionals, and licensed well drilling contractors.

Key Responsibilities include, but are not limited to:
  • Manage Well Ordinance Program - Identify, organize, plan, implement, coordinate and track work to achieve the annual and long-term objectives of Valley Water's Well Ordinance Program. Represent the Well Ordinance Program with regulatory agencies, partners, stakeholders, and the public, including registered professional engineers and geologists who are completing work permitted under the authority of the Well Ordinance. Using a thorough understanding of local geologic conditions, well construction and destruction best practices and standards, and applicable local and state statues, make quasi-judicial decisions to protect Valley Water's groundwater resources and public health, through the application of the Valley Water's Well Ordinance and Well Standards.
  • Manage Water Measurement Program - Identify, organize, plan, implement, coordinate and track work to achieve annual and long-term objectives for the District's Water Measurement Program. Represent the Water Measurement Program and coordinate with retailers, regulatory agencies, partners, stakeholders, and the public as needed.
  • Financial Management of Wells and Water Measurement Unit - Plan, direct and manage unit budget and expenditures, including timely submittals in budget process; timely processing of adjustments; effective tracking and forecasting of expenditures; appropriate management of accruals and encumbrances; and effective cost control.
  • Maintain Staffing Strength and Manage Employees - Sustain Unit staffing at the level of all approved positions and manage employees effectively.

Ideal Experience:
  • Five (5) years of civil engineering, geology, hydrogeology, or well construction, maintenance, and destruction management experience, including two (2) years of direct supervisory experience.
  • Experience with Well Information Systems desired (i.e., WRIS-Water Resources Information System, ArcGIS or similar).
  • Experience with regulatory permitting, implementation of ordinances, inspections and monitoring of compliance pertaining to wells.
Ideal Skills and Abilities:
  • Identify, organize, plan, implement, coordinate and track work to achieve the annual and long-term objectives.
  • Present to regulatory agencies, partners, stakeholders, and the public.
  • Administer complex, technical, and sensitive wells and water measurement programs and projects in an independent and cooperative manner.
  • Analyze water meter maintenance problems and develop effective solutions.
  • Read and interpret maps, charts, and graphs.
  • Develop procedures and processes based on engineering standards and practices related to wells and water measurement program management.
  • Evaluate and develop improvements to wells and water measurement program operations, procedures, policies, or methods.
  • Manage team of staff and adequately sustain unit staffing.
  • Effective communication both written and verbal.
  • Ability to act as a liaison for issues related to the Well Ordinance and Water Measurement Programs.
Ideal Knowledge:
  • Thorough understanding & knowledge of local geologic conditions, well construction and destruction best practices and standards, and applicable local and state statues.
  • Administer complex, technical, and sensitive wells and water measurement programs and projects in an independent and cooperative manner.
  • Analyze water meter maintenance problems and develop effective solutions.
  • Read and interpret maps, charts, and graphs.
  • Develop procedures and processes based on engineering standards and practices related to wells and water measurement program management.
  • Evaluate and develop improvements to wells and water measurement program operations, procedures, policies, or methods.
  • Principles and practices of wells and water measurement project and program budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
  • Computer software applications, such as MS Word, Excel, Project, PowerPoint, Outlook, Water Resources Information System, ESRI Geographic Information System with Well Information Dialog; Google Earth; Well Permitting Tracking System; and MAXIMO Computerized Maintenance Management System (CMMS).
Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in geology, hydrogeology, environmental science, water resources, civil engineering, or a related field.

Required License or Certificate

  • Professional Geologist/Professional Engineer License desired.
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

COVID-19 vaccination requirement:
