Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position requires the individual to be onsite and is typically not a teleworking position.

Well Ordinance Inspector II will perform the full range of duties in the following areas: inspecting well construction, and destruction, issuing permits, ensuring compliance with the Valley Water's Well Ordinance, and creating maps and maintaining GIS databases. Positions at this level are distinguished from the I level by the performance of the full range of duties, working independently, and exercising independent judgment and initiative. Well Ordinance Inspector II will receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Key Responsibilities include, but are not limited to:
This position will:
  • Inspect the construction and destruction deep excavations to ensure compliance with Valley Water Well Ordinance and State well standards. Process and manage well inspection documentation and related data.
  • Review and process well permit applications and associated plans, maps, etc. for conformance with Valley Water and State well standards.
  • Prepare correspondence and take enforcement action to resolve ordinance violations including, but not limited to, abandoned wells, damage wells, artesian flow, open well casings and permit violations.
  • Provide customer service in person or on the telephone relating to subjects including, but not limited to, well permitting, well searches, Valley Water Well Standards, and Valley Water Well Ordinance.

Ideal Experience:
  • Three years of Well Ordinance compliance inspection.
  • One+ year of experience preparing reports and/or business correspondence (letters, emails).
Ideal Skills and Abilities:
  • Inspect and document well construction and destruction for conformance with Valley Water Ordinance.
  • Review and analyze well permit applications for conformance with California Well Standards and Valley Water Well Ordinance.
  • Develop and maintain specialized software and databases for gathering and analyzing well data.
  • Conduct field investigations.
  • Interpret, apply, explain, and ensure compliance with California Well Standards and Valley Water Well Ordinance.
  • Make sound, independent decisions within established policy and procedural guidelines.
  • Use independent judgment within general policy, procedural, and legal guidelines.
Ideal Knowledge:
  • Principles, practices, and methods of well construction, destruction, maintenance, inspection, and documentation.
  • Methods and techniques involved in gathering and interpreting well data related to groundwater resource protection.
  • Operations, services, and activities of a public water supply and watershed management agency.
  • Reading and interpretation of maps, charts, graphs, and geologic logs.
  • California Well Standards and Valley Water Well Ordinance.
  • Principles, methods, and techniques of groundwater resource protection with respect to wells and other vertical conduits.
Ideal Training and Education:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in hydrogeology, environmental geology, water resources, geography, environmental studies or a related field.

Required License or Certificate

  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
  • Possession, or ability to obtain, and maintenance of a valid Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) certificate.

Selection Process

COVID-19 vaccination requirement:
* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.
**Limited Exemptions to Vaccination Requirement
An individual who has been provided a job offer may request a reasonable accommodation to the vaccination requirement if they:
1. Have a contraindication recognized by the U.S. Centers for Disease Control and Prevention (CDC) or by the vaccine's manufacturer to every approved COVID-19 vaccine. A contraindication means a condition that makes vaccination inadvisable;

3. Object to COVID-19 vaccination based on their sincerely held religious belief, practice, or observance.
