Watershed & Flood Control Resource Specialist

Description
Assist in the implementation of the watershed and flood control project operations, maintenance and monitoring programs of the Napa County Flood Control and Water Conservation District within the Department of Public Works; perform a variety of responsible and specialized field and support functions; and to coordinate various special projects for the District.

DISTINGUISHING CHARACTERISTICS

This is a single position class in the Public Works Department working in the Napa County Flood Control and Water Conservation District (District). In consultation with management staff, this position will be responsible for overseeing programs and projects, developing and maintaining good working relationships with representatives of state and federal resource agencies; and developing and maintaining good working relationships with numerous Napa County watershed stakeholder organizations. The incumbent will essentially function independently, and will also coordinate assigned activities and functions with those of other District staff, County departments and agencies in accordance with applicable permits, regulations, ordinances and law.

SUPERVISION RECEIVED AND EXERCISED

Supervision is provided by the Watershed and Flood Control Operations Manager.

No direct supervision is exercised over others; however, assignments may include functional or lead responsibilities over field crews and/or others.

EXPERIENCE AND EDUCATION

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:

Experience:
Four years of experience in the field of watershed management, environmental restoration and/or natural resources management.

Education:
Equivalent to graduation from a four-year college or university with major coursework in biology, natural sciences, resource management, environmental sciences or other related field.

License or Certificate:*
Possession of a valid California Driver's License.


*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Example of Duties
Duties may include, but are not limited to, the following:

Oversee the District's mitigation and monitoring program for the natural resources associated with the Napa Flood Control project.

Apply geospatial information as required in support of the Flood Control District's Watershed Maintenance and Flood Control Project Operation, Maintenance & Monitoring Programs.

Conduct field projects to maintain and enhance natural resources, wildlife, vegetation, terrestrial and aquatic ecosystems such as erosion control, fire management, invasive weed eradication, species monitoring and habitat restoration programs.

Oversee contractors performing field projects to maintain and enhance natural resources, wildlife and vegetation, and terrestrial and aquatic ecosystems such as erosion control, invasive weed and fire management, species monitoring and habitat restoration programs.

Conduct periodic inspections, general field and survey work, which may involve fisheries, wildlife, botanical, or wetland resources in support of meeting Flood Control Project environmental mitigation objectives.

Utilize the District's software programs (e.g., WIMS, ARCMap, Access) to assist with the implementation, maintenance and documentation of a comprehensive natural resource maintenance and management program.

Conduct literature searches and analysis of other sources of information to determine the status of District biological resources.

Establish and maintain spatial data and related information for the District in the County's Geographic Information System (GIS).

Monitor baseline conditions of natural resources for various District lands, easements and projects using current GIS applications.

Maintain accurate records and files; develop and update natural resources inventory pertaining to the Napa Flood Project environmental objectives.

Provide geospatial information in support of grant proposals.

Assemble, organize and digitize information into the appropriate GIS database.

Work with consultants and/or other agencies on biotic surveys and natural resource problems.

Prepare detailed reports of surveys, monitoring, mitigation and maintenance activities for submittal to regulatory agencies as required by permit conditions.

Conduct field inspections of proposed project sites to gather information in order to analyze potential effects a project may have on the environment, and to obtain photographs, video, or make other graphic materials for inclusion in various environmental permits and reports.

Perform complex, specialized and detailed research and analysis of short-term, long-term, and cumulative environmental impacts resulting from the implementation of projects.

Prepare required environmental documentation including environmental impact reports, environmental assessments, initial studies, negative declarations, notices of exemption and special studies such as biological survey reports, location hydraulic studies, botanical, wetland, air quality, traffic and noise studies.

Provide technical information and assistance to District staff and the public in matters related to the environmental analysis, processing, and the permitting procedures for projects.

Prepare and process legal notices in accordance with required Federal, State, and local noticing procedures.

Prepare detailed written and graphic materials, charts, maps and visual displays necessary to obtain various environmental permits and for presentations.

Prepare specifications and design for revegetation projects and oversee the monitoring of mitigation measures, including native plant revegetation, wetland creation and habitat enhancement projects.

Prepare staff reports and supporting documentation for the Flood Board, Project Technical Advisory Panel and other agencies or governing bodies.

Respond to emergency situations when required pertaining to District responsibilities for Flood Project operations.

Support Watershed and Flood Control Operations Manager with budgeting Flood Project monitoring and maintenance activities.

Develop and organize programs and projects which involve volunteers in meeting flood project and watershed objectives (e.g., trash pickup, weed abatement, planting projects).

Oversee project monitoring and maintenance programs for special benefit zone or (e.g., Napa River Rutherford Reach restoration) to meet the project objectives.


Estimate the amount of labor, materials, equipment and/or contracts that will be needed to complete proposed projects.


Ensure expenditures stay within approved budgetary appropriations.

Perform related duties as assigned.

KNOWLEDGE OF:


Geographic systems hardware, software and applications.

Computer applications related to watershed management.

Safety equipment and practices including the proper operation and minor maintenance of hand tools and measuring devices used in monitoring and mitigation.

Principles and techniques of effective supervision

Research and statistical methodologies to conduct studies.

Project management and cost estimation techniques.

Techniques of technical, administrative and financial report preparation and presentation

Principles and practices of the development and implementation of geographic information systems, including the production of digitized and hard-copy maps and statistical data.

Resource management and the interrelationships of various disciplines to clearly portray ecological relationships in order to facilitate the planning, design, coordination and implementation of integrated geospatial information systems.

Principles, practices and methods of botany, natural resources management, and soil science.

Techniques for monitoring and evaluating vegetation, habitat types, erosion and other watershed parameters.

Laws, codes, orders, regulations and practices related to watershed conservation, general land conservation, and public safety.

Principles, practices, and applications of uplands and wetlands protection and mitigation, soil science, botany, forestry, wildlife management, ecology and related biological and physical science as applied to habitat restoration, maintenance and enhancement.

Archaeological, geological, native species, wildlife and aquatic resources found in Napa County.



Environmental considerations in the design, location, and construction of public (flood control, highway, water supply, sanitation) and private (residential, commercial, industrial) projects.

SKILL TO:

Determine work priorities and coordinate materials and equipment.

Participate in programs such as erosion control, exotic plant and animal control, fire prevention and prescribed burn management, re-vegetation, wild land disease and insect control, pesticide use and integrated pest management and fresh water and marine habitat improvement.

Collect, analyze, evaluate biological and natural resource data and make effective recommendations.

Interpret and apply laws, codes, regulations and procedures.

Prepare and maintain accurate field notes, inspection reports, records and files.

Prepare clear and concise correspondence.

Communicate effectively in English both verbally and in writing.

Provide lead supervision to a field crew, contractor and/or consultant by planning. Scheduling and prioritizing work

Establish and maintain effective working relationships with staff, administration, other departments and the public.

Effectively represents the department and the County in meeting with various public and private organizations, property and business owners, developers and the general public.

Analyze situations, weigh alternatives, make independent decisions, and take appropriate action.

ABILITY TO:

Work in environments where the incumbent may be exposed to dust and pollen, poisonous and stinging plants, and loud noises

Use standard office supplies and equipment such as computer keyboard and telephone.

Work in field in inclement weather when needed or responding to emergency situation s.

Operate hand tools need to perform field studies

Lift and/or move up to 50 pounds.

Complete field work in various terrains.

Travel to different sites and locations.
