East Bay Municipal Utility District (EBMUD) is seeking a seasoned Senior Human Resources Analyst (Workforce Development) for the Diversity and Inclusion Office (DIO) in the Office of Diversity, Equity, and Culture (ODEC). DIO is responsible for EBMUD's Equal Employment Opportunity (EEO) and Workforce Development Programs, and under ODEC, implementation of action items from EBMUD's Diversity, Equity, and Inclusion Strategic Plan (DEISP). This includes developing the annual EEOP/Affirmative Action Program Report and developing and administering workforce development programs to increase diversity, particularly as it relates to the EEOP/AAP. Such program development may include internships, training and partnerships with colleges and community-based organizations; conducting diversity outreach; managing EBMUD Affinity Groups; and developing and presenting training. This also includes providing advice and counsel and investigating allegations of discrimination, harassment and retaliation; and responding to agency (EEOC and DFEH) claims.

The Senior Human Resources Analyst provides lead technical direction to DIO staff and performs the most difficult and significant work in DIO. Specifically, the person selected will develop and administer workforce development programs, coordinate and staff outreach events, handle EEO consultations and investigations, and assist with the development and implementation of the annual EEOP/AAP and DEISP initiatives.

Typical duties include:
Developing and administering internship programs, partnerships, training, etc. and working with colleges and community-based organizations to develop qualified and diverse job candidates.
Coordinating and staffing outreach events.
Assisting the Manager of Diversity and Inclusion with development of the annual EEOP/AAP, including data review and developing and administering the annual action items/action-oriented programs.
Presenting DEI/EEO/EEOP/AAP related training as needed.
Developing and administering workforce development programs that increase diversity, e.g., internship programs, partnerships, training, etc. and working with colleges and community-based organizations to develop qualified and diverse job candidates.
Planning, staffing, and attending outreach events with a focus on increasing diversity.
Planning, evaluating alternatives, and implementing long-range recruitment and selection strategies and establishing and maintaining networks to solicit candidate referrals to meet future recruitment needs.
Providing consultation to department managers and work groups to address workforce planning.
Assisting the Manager of Diversity and Inclusion with the administration of the Affinity Groups.

The annual salary is $118,368 up to $170,928. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($153,876 per year).

Requirements:
1. Completion of four years of college resulting in graduation or its equivalent.
2. Three years of increasingly responsible professional human resources experience in recruitment, including outreach; affirmative action, including administration and/or creation of workforce development programs; and equal employment opportunity, including knowledge of federal and state EEO laws and experience conducting intakes and/or experience conducting or assisting with investigations of discrimination, harassment and/or retaliation claims.
3. Must possess physical characteristics to perform the critical and important duties of the job, including sufficient physical mobility to visit a variety of work sites and sufficient strength to lift and carry boxes of personnel materials weighing up to 30 pounds.
4. Must be willing to work during evening or weekend hours and work overtime as needed.
