The Senior Engineer provides technical supervision and responsible charge duties for the review and preparation of engineering studies, reports, planning, design, and preparation of contract documents related to installation, rehabilitation, and improvements to transmission and pumping plant facilities and appurtenances. The Senior Engineer coaches, mentors, and trains employees in design and engineering and exercises full supervision of assigned staff.

Key Responsibilities include, but are not limited to:

  • Responsible of the preparation of engineering studies, reports, designs, and contract documents for compliance with engineering standards and principles; stamps and signs engineering plans, profiles, details, specifications, cost estimates, and other technical documents. Performs technical reviews of projects to ensure quality control and adherence to professional codes, standards, and specifications.
  • Performs complex engineering planning and design related to rehabilitation, maintenance, repair, improvements, and construction of transmission and pumping plants facilities to meet regulatory and code requirements.
  • Plans and manages and serves in a supervisory role for engineering projects through all phases including planning, design, construction, and close-out; supervises and participates in project control including schedule, budget, change management, project variances, and close-out; participates in project review meetings.
  • Provides and ensures engineering support during construction including reviewing and approving submittals, requests for information, change orders, and field inspections for conformance and compliance to contract documents.
  • Exercises full supervision of assigned staff; coaches, mentors, and trains employees in the field of Pumping Plant Engineering.
  • Performs other duties as assigned.

Ideal Experience:
  • Six (6) years of professional experience in the field of pumping plant engineering, including two (2) years of lead responsibility.
Ideal Skills and Abilities:
  • Design, manage, and deliver pipeline maintenance, rehabilitation, and repair projects according to established standards.
  • Determine asset lifecycle strategies.
  • Manage a large water utility's shutdown schedule including coordination with many stakeholders.
Ideal Knowledge:
  • Principles and practices of civil and mechanical engineering design such as fluid mechanics, hydraulic engineering, pipeline engineering, and pumping plant engineering.
  • Pumping plant and water infrastructure construction practices, methods, materials, specifications, and codes.
  • Principles and practices of transmission and pumping plant design, operation, and maintenance.
  • Asset management principles.
  • Engineering mathematics, economics, and statistical analysis.
  • Principles and practices of project budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
  • Pertinent federal, state, and local laws, codes, and regulations with specific emphasis on pumping plant engineering or pumping plant engineering such as American Society for Testing and Materials (ASTM), American Iron and Steel Institute (AISI), American Institute of Steel Construction (AISC), American Water Works Association (AWWA), Corrugated Steel Pipe Institute (CSPI), Ductile Iron Pipe Research Association (DIPRA), American Concrete Pipe Association (ACPA), American Society of Civil Engineers (ASCE), US Bureau of Reclamation (USBR), CA Department of Water Resources (DWR), and CA State Water Resources Control Board's Division of Drinking Water (DDW).
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Computer software applications, such as Microsoft Office, Adobe Acrobat Pro, ArcMap, Picasa, Computer-Aided Design and Drafting (CADD), GIS, MAXIMO (CMMS Software), PeopleSoft (Timesheet and Financials Software), ICAM and LUXCARA (Asset Management Software), and Innovyze Hydraulic Modeling Software
Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or mechanical engineering or a related field.

Required License or Certificate

  • Possess and maintain a valid license as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis. Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.


This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite,
