Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in (San Jose, Sacramento) California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.


Overview:
The Real Estate Services Manager plans, manages, oversees, coordinates, and reviews the daily functions, operations, and activities of the Real Estate Services Unit in support of land acquisition and property management programs for water supply, flood protection, and land stewardship projects. Work in the unit is conducted in conformance with the Uniform Relocation Act and other legal requirements pertaining to public real estate transactions and activities. Work by the unit is coordinated with various Valley Water business areas and outside agencies as needed to develop, plan, and schedule for short- and long-term land acquisition and property management programs and includes overseeing, reviewing, and participating in preparing staff estimates of value for real property interests, real estate legal documents, such as deeds, leases, purchase and sale agreements, and escrow terms and conditions. The unit is also responsible for managing residential and non-residential property leases, including buildings and vacant land for Valley Water.

Key Responsibilities Include, but not limited to:
  • Manage the daily functions, operations, and activities of the Real Estate Services Unit: manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Plan direct and participate in the appraisal, acquisition, and management of Valley properties and in the relocation of displaced tenants, homeowners and businesses.
  • Review reports, leases, contracts, legal descriptions and other documents to ensure completeness, accuracy and compliance with laws, policies and procedures.
  • Select, train, motivate and evaluate real estate personnel.
  • Serve as the liaison for the Real Estate Services Unit with other units, divisions and outside agencies.
Ideal Candidate's Background includes:

Ideal Experience:
  • Five (5) years of public sector property acquisition and management experience, including two (2) years of direct supervisory experience.
  • Real Estate experience in a public agency and experience in all aspects including acquisitions, appraisals, relocations, eminent domain proceedings, and property management.
  • Prepare and make presentations to public officials/Board and community.
  • Supervision, training, mentoring, and performance evaluation.
  • Develop budget and tracking implementation of project schedule and budget.
Ideal Knowledge:
  • Principles, practices, concepts, and standards of real estate services as applied to the assigned unit including right of way, condemnation, real property acquisition and management, and other real property matters.
  • Land ownership transaction procedures and instruments
Ideal Skills and Abilities:
  • Self-direct, prioritize and multi-task among competing goals, while exhibiting flexibility in a fast paced, entrepreneurial environment.
  • Communicate effectively, persuasively, tactfully, and positively in both verbal and written forms.
  • Prepare written narratives, correspondence, program analyses and evaluations, and reports in a clear and concise format.
  • Build strong, trust-based relationships with diverse constituents and with understanding the needs of different stakeholders (including families, public officials, community leaders, and partner organizations).
  • Analyze situations and identify pertinent problems; collect relevant information; evaluate realistic options; and implement appropriate course of action.
  • Plan, direct, and prioritize a variety of multiple projects and work objectives to ensure successful implementation.
  • Conduct meetings, make presentations, and facilitate communications in a clear, concise and positive manner.
Ideal Training and Education:
  • Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, or real estate
  • Possession of a Senior Right of Way Agent certification from the International Right of Way Association.


Required License or Certificate

Possession of, or ability to obtain, an appropriate, valid California driver's license. Selection Process

COVID-19 vaccination requirement:
* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.
**Limited Exemptions to Vaccination Requirement

1. Have a contraindication recognized by the U.S. Centers for Disease Control and Prevention (CDC) or by the vaccine's manufacturer to every approved COVID-19 vaccine. A contraindication means a condition that makes vaccination inadvisable;
