Overview:

Do you have a passion for and a progressive background in construction contracting and compliance? Valley Water is looking for a highly capable Supervising Program Administrator to join our Construction Contracts and Support Unit to manage contract compliance and supplier outreach! This position will plan, direct, manage, and oversee the activities and operations of a complex, management-designated program and compliance; to serve as a subject matter expert and resource for assigned programs, including providing extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support; and to perform a variety of tasks relative to assigned areas of responsibility, public outreach and compliance to meet regulatory needs.

Key Responsibilities include, but are not limited to:
  • Lead, plan, oversee, and participate in the more complex and difficult work of staff.
  • Manage the development, implementation and analysis of program goals, objectives, policies, processes, and priorities.
  • Monitor and evaluate the efficiency and effectiveness of construction program services and service delivery methods and processes.
  • Assess program needs; recommend, strategies for improved efficiency and achievement of goals.
  • Monitor and control project and contract expenditures, using financial management systems.
  • Provide oversight and professional guidance in project teams or special project assignments related to program area; assign work to team members; provide professional assistance and support to staff; ensure accuracy and efficiency of work performed, work with staff to define the scope and approach, cost and schedule on public works projects. prepare financial reports and make recommendations regarding rate structures, bonding, budgeting, and other financial matters.
  • Interpret and apply regulatory requirements and manage contracts ensuring compliance with all requirements; advise Valley Water staff and management of any significant and, controversial issues; develop-new processes to meet new or anticipated requirements read and interpret highly complex written material such as plans, specifications, codes, and ordinances, and ensure project compliance with Federal, State, and local codes, regulations and laws.
  • Monitor programs for compliance with applicable rules, regulations, laws, and policies.
  • Represent the program, as directed, to internal clients and stakeholders, elected officials, external agencies, and the public; coordinate program services and activities with these entities; identify and/or respond to informational requests, sensitive issues, and program conflict.
  • Compile, analyze, interpret, and track qualitative and quantitative measures to assess cost, operational feasibility, effectiveness, and other aspects of policies and programs.
  • Maintain, review, and continuously improve complex systems, procedures, manuals, and forms used in operations that provide financial, programmatic, and operational information, and support.

Ideal Experience:
  • Six years or more years of experience in planning, organizing, coordinating, and directing various projects or programs, serving as subject matter expert or advisor in construction contract and labor compliance management.
  • Program Management experience in small business, project labor agreement and socio-economically disadvantaged programs.
  • Experience in managing and administer E-Procurement systems and Project Management Information System (PMIS).
  • Experience in preparing & amending public policies at federal, state and/or local governments.
  • Experience in public sector is highly desirable and preferred.

  • Train, organize, assign, and review the work of staff.
  • Manage and direct a comprehensive program having Valley Water-wide impact.
  • Perform professional and technical support services relative to construction contracting and compliance.
  • Develop and administer assigned construction contracting and compliance program goals, objectives, and processes.
  • Analyze and assess programs, policies and operational needs and make appropriate adjustments.
  • Interpret, review, and analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Prepare and administer large and complex budgets.
  • Interpret and apply applicable Federal, State, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Manage and administer E-Procurement systems and Project Management System (PMIS).

Ideal Knowledge:
  • Principles, practices, and responsibilities involved in leading the work of assigned staff.
  • Principles, practices, methods, and tools of construction contracting and compliance program management.
  • Principles and practices of program development, administration, and evaluation.
  • Applicable laws and regulatory codes related to principles and techniques of research, investigation, and analysis.
  • Principles of business writing and report preparation.
  • Principles of organization, administration, budget, and personnel management.
  • Familiar with Valley Water and/or other public agency operations, services, policies, and processes.

Ideal Training and Education:
Bachelor's degree from an accredited college or university with major course work in business administration, public administration or a law degree is preferred.

Required License or Certificate

Possession of, or ability to obtain, an appropriate, valid California driver's license. Selection Process
