Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Overview:
Are you a creative and self-starter with experience creating a dynamic Training Catalog and professional development Learning Resources for employees? Do you have a passion to help others learn and grow? If so, check out this opportunity to be part of Valley Water's Workforce Development team.

The Workforce Development team drives Valley Water's culture of learning and development, providing leadership and competency training, collaborative resolution support, performance management, and succession development initiatives. The Management Analyst is a key team player in researching, administering, and promoting professional development trainings, succession planning initiatives, and onboarding programs. This position will collaborate with other learning professionals on the Workforce Development team and in other divisions.

Key Responsibilities include, but are not limited to:
  • Professional Development and Leadership Training
    • Research best practices and meet with subject matter experts.
    • Meet with vendors to select workshops and request quotes.
    • Develop and review instructional workshop materials.
    • Research vendors, talk with comparator agencies, and collaborate with SMEs to create a training catalog and present at various meetings as assigned.
    • Administer training classes and leadership programs.
    • Schedule and market classes, coordinate logistics for instructors, provide communication and customer service for class participants, and update/maintain training records.
    • Conduct Training Needs Analysis. Partner with management and other divisions to determine training needs.
  • Onboarding
    • Coordinate new hire onboarding program activities, support new employee orientation, logistics and evaluation.
    • Work with the team to coordinate and facilitate various Workforce Development initiatives such as the New Hire Buddy Program, New Hire Tours, and the Employee Mentoring Program.
  • Technical/Creative
    • Act as primary SME for various Workforce Development intranet webpages.
    • Act as primary SME to design and implement the Workforce Development newsletter.
    • Find creative ways to market our various programs and offerings.
    • Create Standing Operating Procedures (SOP'S).
    • Assist with the review process and provide comments with review process with instructional materials (e.g., job aids, manuals, e-learning, videos, etc.)
    • Assist with the administration of the learning management system (LMS) and run reports, analyze, and evaluate Valley Water training programs.
    • Provide top-tier customer service and assist with technical questions and troubleshooting with the LMS and other systems supported by the team.
  • Succession Development
    • Coordinate, market, and administer various succession planning activities such as Speed Mentoring, Santa Clara County Leadership Academy, Coaching Webinars, and other projects as requested.
    • Support the Employee Recognition Event and oversee the committee.
  • HR Generalist Support
    • Assist with other Human Resources-related projects and tasks such as recruitment and benefits on occasion as assigned.
Ideal Candidate's Background Includes:
Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.

Ideal Experience:
Management Analyst I: One (1) year of experience or more in human resources, talent development, and/or organizational development, preferably specializing in learning and development.
Management Analyst II: Three (3) years of experience or more in human resources, talent development, and/or organizational development, preferably specializing in learning and development.
Ideal Experience for both levels:
  • Experience coordinating and evaluating trainings in both classroom and virtual settings.
  • HR Generalist skills are desirable.
  • Experience researching best practices, creating class descriptions, scheduling classes, developing and updating training catalogs, and/or intranet sites.
  • Experience coordinating onboarding or other succession planning activities including creation of new ideas, logistics and evaluation of programs, is a plus.
  • Using all Microsoft Office programs including Word, PowerPoint, Excel and Outlook.
  • Proven team player and customer service leader.
Ideal Skills and Abilities for both levels:
  • Self-starter with excellent written and verbal communication skills.
  • Program management skills including managing details and juggling multiple priorities and projects.
  • Demonstrable analytical skills, utilizing various metrics to monitor effectiveness, inform decisions, adjust solutions/processes, and identify opportunities.
  • Strong marketing and graphic skills to produce materials and training announcements in creative and fresh ways.
  • Comfortable introducing instructors or speakers virtually or in person, of various sizes and to all levels of staff and management in a professional manner.
  • Strong interpersonal communication and customer service skills with the ability to motivate others.
  • Demonstrated ability and adaptability when dealing with varying situations.
  • Ability to develop strong working/professional relationships with all levels of staff throughout Valley Water.
  • Positive and enthusiastic attitude.
Ideal Knowledge for both levels:
  • The ADDIE model, Adult Learning Principles, and/or Instructional Design.
  • Methods and techniques used to collect and analyze data and prepare reports based on findings.
  • Software associated with instructional design (e.g., Adobe Captivate, Articulate, Audio editing, video editing, etc.) is a plus.
Ideal Training and Education for both levels:
Bachelor's degree is ideal. Many areas of study can set someone up for success in this role. Ideal areas of study may include human resources, organizational development, or other related fields.

Required License or Certificate
