Positions & Duties

Per the City's COVID19 Mandatory Vaccination Policy (https://www.sanjoseca.gov/home/showpublisheddocument/76359/637691396739570000), the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be "up-to-date" with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.

The Environmental Services Department (ESD) is recruiting for an Industrial IoT Information Systems Analyst (ISA) within the department's Wastewater Management Energy and Automation Division's Automation Engineering Group (AEG).

The AEG team maintains and supports the distributed controls system (DCS) for the San Jose Santa Clara Regional Wastewater Facility (RWF), one of the state's largest and most advanced wastewater treatment facilities. The DCS provides automatic controls, monitoring, and data storage for various wastewater treatment processes, as well as for electrical power cogeneration and distribution.

The selected candidate for this exciting ISA opportunity will support the conversion of the legacy System Six DCS to ABB's 800xA DCS using HPC800 controllers and will help lead the AEG team's efforts in supporting the DCS's growing network infrastructure needs, brought on by the RWF's Capital Improvement Project (CIP). The CIP is an over $1 billion ongoing set of construction projects to update and improve the RWF's aging structural assets.

Typical responsibilities include:
  • Configuring, maintaining, upgrading, and troubleshooting IT-specific networks infrastructure, including the clients and server machines
  • Configuring, maintaining, upgrading, and troubleshooting the Industrial IT networks infrastructure, including ModBUS and ProfiBUS connectivity to field devices and S800 I/O cabinets
  • Reviewing and approving P&IDs related to the integration of ModBUS and ProfiBUS networks with the field-level Control Networks and the 800xA industrial network
  • Configuring, maintaining, upgrading, and troubleshooting 800xA Servers and Clients, and all CCTV and AppAssure hardware and software.
  • Providing support to CIP on project-specific networks
  • Training and leading a Network Engineer
  • Maintaining and upgrading Data Historian servers


Salary Information

The total annual salary range is $123,133.92 - $150,018.96. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

Minimum Qualifications:
  1. Education:A Bachelor's Degree from an accredited college or university in a relevant field.
  2. Experience: Four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support.
  3. Acceptable Substitutions:
  • Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
  • Completion of a master's degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support.
  1. Licenses or Certificates:Possession of a valid State of California driver's license may be required.
