Description
Overview:

Valley Water is a premier Water District in Santa Clara County; supplying wholesale water, providing flood protection, and serving as environmental stewards for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 277 acres of groundwater recharge ponds, and 275 miles of streams.

The IT Solutions Architect is a critical technical position with a deep understanding of business goals, business processes and solutions architecture. They will help design and support the development of technology solutions to ensure that solutions meet business needs and align with architectural standards. They will evaluate, recommend, and implement new information systems designed to meet the operational and informational needs for business clients within Valley Water. They will also form partnerships with Valley Water's business units; consolidate overlapping systems; facilitate discussions to select tools that are scalable; set standards for where and how data is queried, stored, and secured; and modernize legacy systems.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Key responsibilities include, but are not limited to:
  • Serve as the information systems lead in the evaluation of enterprise information systems and business system applications; participate in the vendor selection process; recommend integration technologies; coordinate the deployment, administration, and maintenance of software; organize training for staff to support new system.
  • Plan, develop, implement, and manage information systems projects to meet client needs; evaluate assigned projects; assess client needs and translate into information systems solutions; establish goals and objectives; develop Request for Proposal (RFP) document using cost/benefit analyses and serve as Project Manager from RFP process to the end of the project.
  • Design project and resource plans and schedules; provide written reports and presentations on project status; monitor project quality, performance, and compliance with applicable specifications, rules, regulations, and laws; ensure project quality, timeliness, and effectiveness in meeting the District's business needs.
  • Solution Requirements and Documentation: Translate business and technical requirements into an architectural blueprint to achieve business objectives. Documents solution architecture design and analysis work.
  • Solution Design: Create architectural designs to guide and contextualize solution development. Collaborate with enterprise architecture, information security, applications, and infrastructure teams to produce optimal designs.
  • Solution Evaluation: Participate in the evaluation, design, and analysis for the implementation of technology solutions. Facilitates the evaluation and selection of software products and services. Evaluates technology solutions for compliance with IT, enterprise, and business standards.
  • Portfolio Analysis: Analyzes the business-IT environment to detect critical deficiencies, legacy, and technical risks, and recommends solutions. Supports IT managers in EOL (end of life) product decisions to maintain, refresh or retire products, services, or systems (including applications, technologies, processes, and information).
  • PMO Collaboration: Works closely with the program management office (PMO) or project management office to ensure the execution of plans corresponds with what is being promised throughout the project or product lifecycle.
  • Business Partnership: Act as a consultant on a broad range of technologies, platforms, and vendor offerings

  • 6 years of experience in systems analysis, development, or software implementations.
  • Experience eliciting requirements, evaluating, selecting, and implementing various technology solutions.
  • Experience reviewing application portfolio to ensure technology solutions are properly utilized and leveraged across the organization.
  • Project Management experience with technology solution implementations.
Ideal Skills and Abilities:
  • Lead evaluation, design, analysis, selection, and implementation of enterprise-wide solutions.
  • Translate business and technical requirements into an architectural blueprint to achieve business objectives.
  • Propose solution recommendations and alternatives to satisfy customer needs.
  • Collaborate with enterprise architecture, information security, applications, and infrastructure teams to produce optimal designs.
  • Produce technical documentation of systems and architectures.
  • Ensure solutions are scalable and non-redundant.
  • Excellent verbal, written, and presentation skills.
  • Act as a collaborative liaison between IT and the business
  • Establish and maintain effective working relationships with those contacted in the course of work.
Ideal Knowledge:
  • Principles and practices of system and software engineering including computer languages, common operating systems, multi-platform applications and software, relational database systems; network environments.
  • Methods and techniques of evaluating business needs and developing information systems solutions including functional requirements development and systems and procedures analysis.
  • Principles and practices of project development, administration, and management including project cost estimating, RFP development, contracts negotiation and management.
  • Emerging technologies and software, cloud computing, multi-platform applications and software.
  • ITIL principles and practices.
  • Systems Development Life Cycle (SDLC).
ideal Training and Education:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in Computer Science, Computer Engineering, Business, Electrical Engineering, Information Technology, IT Management, Management Information Systems, or related field.

Required License or Certificate
