Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

FELLOWSHIP PROGRAM

Valley Water's Office of Government Relations is offering a two-year Fellowship opportunity for an emerging public policy leader to engage on Valley Water's key legislative and policy priorities at the local, state, and federal levels and to shape public policy and opinion while building Valley Water's image, brand, and reputation..

With headquarters in San Jose, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

Valley Water manages 10 dams and surface water reservoirs, three water treatment plants, an advanced recycled water purification center, a state of-the-art water quality laboratory, nearly 400 acres of groundwater recharge ponds, and more than 275 miles of streams. Valley Water provides wholesale water and groundwater management services to local municipalities and private water retailers who deliver drinking water directly to nearly 2 million people in Santa Clara County that stretches 1,300 square miles and encompasses 15 cities and unincorporated areas.

The Office of Government Relations Fellow will have the opportunity to provide professional analytical and advocacy support to advance legislative priorities with elected and appointed officials and key advocacy stakeholders. He/she/they will be particularly engaged on Valley Water's Redistricting Project.

This position frequently attends community outreach and public relations events at night and on weekends.

Key Responsibilities include, but are not limited to:

  • Advocating for Valley Water efforts with elected officials and/or key advocacy stakeholder groups.
  • Coordinating and supporting state and local elected official briefings.
  • Performing community partnership sponsorship analysis and recommendations.
  • Assisting with community festival and event coordination.
  • Coordinating and facilitating strategic tours.
  • Serving as the Valley Water representative and advocate during external meetings to influence these same parties and external associations.
  • Conducting policy analysis and drafting recommendations for positions on legislation.
  • Preparing specific speaking points, white papers, and other advocacy materials for
  • presentation to decision makers.
  • Processing community sponsorship applications and supporting the unit's needs for water truck, booths, and events during festival season, among other duties.
Ideal Candidate's Background Includes:
Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.

Ideal Experience:
The ideal candidate has at least one year of experience or more advocating for public policy issues, performing policy and legislative analysis, serving municipalities or organizations at the local, state, or regional level.
Ideal Skills and Abilities:
  • Strong writing skills, able to prepare high quality and articulate written reports and presentations.
  • Strong computer skills: MS Office - Excel, Word, Outlook, PowerPoint, etc.
  • Ability to learn quickly, work independently and responsibly.
  • Applies impeccable judgment and responsible decision-making in situations with minimal oversight.
  • Manages demanding workloads with grace; juggles multiple projects with competing deadlines; thinks quickly on their feet; and exudes a "bring it on" positive attitude.
  • Drives toward solutions even as priorities change and challenges arise on a moment-to-moment basis.
  • Detail-oriented, ability to see the big picture, and can handle a variety of situations with tact.
  • Spirit of collaboration.
  • Strong analytical skills (e.g., researching, analyzing, evaluating, developing, and presenting recommendations for continual improvement of operations and special projects).
Ideal Knowledge:
  • Knowledge and understanding of drafting public policy, analyzing impacts of policy on existing regulations or operations, and event planning.
  • Understanding of public sector processes and governance.
  • Strong understanding of the inner workings of local, state and/or federal legislatures, committees, government bodies and agencies.
Ideal Training and Education:
Master's degree in Public Administration, Public Policy, Political Science, Law, Communications, Environmental Studies, Government, or similar (J.D. and PhD). 3.0 GPA or higher required (to be verified by transcript if selected to interview for the position).

Required License or Certificate
ELIGIBILITY:
The Fellowship Program is a one- to two-year paid employment opportunity open to recent master's graduates who meet the following requirements:

  • Possess a master's degree or higher, obtained within the last three years and related to the program area.
  • Have at least one year of professional or volunteer experience related to the program area.
  • Are fluent in both written and spoken English.
  • Have an overall GPA of 3.0 or higher (candidates selected for interview will be required to provide a transcript).
  • Can provide proof of the legal right to work in the United States.
  • Can pass a pre-employment screening process to include reference checks and a background/criminal check.
  • Are able to work full-time (40 hours/week) for two years.
  • Possess of, or have the ability to obtain, an appropriate, valid driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Selection Process

(1) The selection process may include one or more of the following: application review, application assessment, performance exercise, written exercise and/or interview.

COVID-19 vaccination requirement:
* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.
**Limited Exemptions to Vaccination Requirement
