The Environmental Services Department (ESD) is recruiting to fill a total of two (2) Environmental Program Manager (EPM) opportunities - one EPM for our Watershed Protection Division (WSP) and one EPM for our Integrated Waste Management Division (IWM)! Integrated Waste Management Division (IWM)


IWM Division Overview:

IWM oversees and manages the City's residential and commercial integrated waste services. IWM's Residential Services group oversees San José's Residential Garbage and Recycling Program, which provides residential waste services to approximately 331,000 households and over 140 City facilities. IWM's Business & Civic Services group oversees the City of San José's entire commercial waste collection support system, including education and outreach, construction and demolition services, environmental inspection and enforcement, and more. Together, IWM's Residential Services and Business & Civic Services groups provide crucial waste management services to San Jose's residents and businesses!

Position Description: IWM's Environmental Program Manager:

The Integrated Waste Management Division is seeking to fill a newly created Environmental Program Manager position. This position will be responsible for leading and managing large, long-term strategic planning projects with data-oriented solutions. The primary areas of are future solid waste contracts, a Zero Waste strategy which will become an element of Climate Smart San Jose, complex behavior change initiatives to reduce residential recycling contamination, legislative, regulatory, and compliance efforts, and other special projects. This position will lead a team of two Supervising Environmental Services Specialists, four Environmental Services Specialists, one Staff Specialist, and three Senior Office Specialists providing strategic and administrative support across all Integrated Waste Management's programs.

Typical duties include:





      • Collaborating with the Residential Garbage and Recycling team and the Communication Division's Recycle Right team to combat residential recycling contamination and encourage resident behavior change. This includes:


        • Enhancing current efforts and working on new initiatives, such as developing a recycling contamination reduction team who will provide residents with curbside recycling cart feedback. These efforts should result in decreased recycling contamination, improving the quality of recycling commodities, increasing resident awareness, and reducing the cost of processing recycling.


      • Continued development of a world-class Zero Waste plan is critical to the future of San Jose, ensuring forward progress towards increased material reuse, reduced waste, and community engagement. While some preliminary work has been done to start the Zero Waste Element, additional work and stakeholder engagement is needed to finalize this project, the results of which are long-term.

      • Strategizing and planning well in advance of upcoming residential and commercial solid waste contracts to create a smooth Request for Proposal process, taking into account new and emerging solid waste technologies, the way services are provided to businesses and residents, and ensuring a well-planned transition in the event new contractors are selected.

      • Other critical work may include more proactive involvement in legislative activities, ensuring regulatory compliance, solid waste management plan review for larger developments, and other complex solid waste initiatives.

      • Supervising a team of Supervising Environmental Services Specialists, Environmental Services Specialists, and a well-established clerical and administrative team consisting of a Staff Specialist and Senior Office Specialist.




Watershed Protection Division (WSP)


WSP Division Overview:

WSP strives to preserve and sustain natural aquatic resources by connecting people to their watershed and the San Francisco Bay by helping them understand how their daily activities affect water quality. WSP oversees several key areas, including stormwater management, environmental enforcement, pretreatment, and laboratory services. Stormwater Management coordinates a wide array of activities, such as education, outreach, trash reduction and collaboration with County wide stakeholders to protect and to prevent pollution into the waterways. Environmental Enforcement provides inspection, education, and enforcement services to ensure that local discharges into the storm meet regulatory requirements and protect water quality. The Pretreatment Program administers federal requirements that includes permitting and compliance monitoring to industrial businesses that discharges into the sanitary sewer system and Region Wastewater Facility. Lastly, Laboratory Services provides scientific analysis for monitoring operations and compliance at the Regional Wastewater Facility that addresses water quality issues entering into the Bay.

Position Description: WSP's Environmental Program Manager:

The Watershed Protection Division is seeking to fill a newly created Environmental Program Manager position to oversee and manage the trash load reduction requirements of the Citywide Stormwater Municipal Regional Permit - in particular, provision C.10. Provision C.10 focuses on trash load reductions both on land and in waterways where each permittee is required to comply 100% trash removal by June 30, 2025, and shall maintain 100% trash load reductions throughout the permit term and beyond. Within San Jose, there are approximately 136 miles of waterways that will need to be mapped where individuals experiencing homelessness reside along the waterways. The City is currently in the process of updating the Direct Discharge Trash Control Program Plan (Plan) and is awaiting Water Board's approval. Currently, the Plan will focus on specific project areas, but will need to be expanded to all waterways in future years throughout the permit term. This EPM will oversee the trash load reduction requirements, including the several new compliance requirements within this provision that will need to be implemented, in addition to maintaining existing programs.

Typical duties include:





      • Providing support and coordinating with stakeholders (such as City departments, nonprofits, and the public) to ensure programs under Provision C.10 are successful.

      • Coordinating with and providing technical support to the countywide consortium, Santa Clara Valley Urban Runoff Pollution Prevention Program (SCVURPPP), Water Board, other regulatory agencies, and outside agencies, while addressing trash load reductions.

      • Developing and overseeing program budget, including grant funding to ensure that funding and fiscal operations are available for staff to meet trash reduction goals.

      • Conducting research and investigating to verify and confirm if private land properties are connected to the City's storm sewer system (in partnership with DOT), as in accordance with the new permit, all properties connected to the storm sewer system will be required to have some trash control device installed to prevent any trash to enter.

      • Overseeing the development and evaluation of current and long term program needs for the Direct Discharge Trash Control program needs within the permit term.

      • Overseeing the evaluation and effectiveness of the Long Term Trash Control Plan within the permit term.

      • Supervising a team of Supervising Environmental Services Specialists and Environmental Services Specialists




Salary Information

The actual salary shall be determined by the final candidate's qualifications and experience. The below salary range includes an approximate five percent (5%) ongoing non-pensionable pay. The annual salary range for Environmental Program Manager is presently $120,687.84 - $151,154.64.

Qualifications


Minimum Qualifications:

1. Education: A Bachelor's degree from an accredited college or university with major course work in environmental sciences, public or business administration, or a closely related field.

2. Experience: Five (5) years of increasingly responsible experience in overseeing and administering environmental programs, including two (2) years of supervisory experience.

Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.
