About the Sustainability and Compliance Division


The Land Use and Planning team provides environmental support to the City's wastewater Capital Improvement Program (CIP), which is focused on renovating and replacing aging infrastructure at the San Jose-Santa Clara Regional Wastewater Facility (RWF). The group assists program staff with land use decisions and oversees compliance with CEQA, environmental permits, and other applicable regulatory processes.



Position Duties


The Environmental Services Department is recruiting for one (1) Environmental Planner (Planner I/II/III) to join the department's Sustainability and Compliance Division's (SCD) Land Use and Planning (LUP) team.



The Land Use and Planning team provides environmental support to the City's wastewater Capital Improvement Program (CIP), which is focused on renovating and replacing aging infrastructure at the San Jose-Santa Clara Regional Wastewater Facility (RWF). The group assists program staff with land use decisions and oversees compliance with CEQA, environmental permits, and other applicable regulatory processes.


Typical duties include:



  • Environmental planning for wastewater facilities, Capital Improvement Programs, or other public facilities.



  • Coordinating regulatory compliance with the Lead Agency (City of San Jose Planning Department) for the California Environmental Quality Act (CEQA), and other federal, state, and local laws, and monitoring implementation of environmental mitigation measures for CIP projects.



  • Facilitating, coordinating, and overseeing environmental permitting between project engineers, consultants, and regulatory agency staff. Permits may include:





    • S. Army Corps of Engineers Clean Water Act Section 404 Nationwide Permit

    • Regional Water Quality Control Board Clean Water Act Section 401 Certification

    • California Department of Fish and Wildlife Section 1600 Lake or Streambed Alteration Agreement

    • San Francisco Bay Conservation and Development Commission Administrative or Regionwide Permit

    • Coverage under the Santa Clara Valley Habitat Plan.





  • Attending and participating in various technical engineering workshops associated with scoping, design, and construction of capital projects.



  • Use computers and software such as Microsoft Office Suite, Geographical information system (GIS), graphics/presentation programs, database management programs, and other comparable programs.



  • Providing expertise and advice to project engineers and managers on the Plant Master Plan, CEQA, Historic Preservation, wetland conservation, biological permitting, and other planning-related information, requirements, policies, and guidelines.



  • Supporting and managing consultant contract agreements for CEQA services, which includes managing services, completion times, budget, and maintaining a professional working relationship.



  • Providing a lead role or assistance in updating the Plant Master Plan and any affiliated studies.



Salary ranges for this classification are:



  • Planner I $82,860.96 - $100,660.56 Annually

  • Planner II $96,598.32 - $117,346.32 Annually

  • Planner III $110,510.40 - $134,643.60 Annually


This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.



Minimum Qualifications


Education:


Planner I/II/III: Bachelor's Degree from an accredited college or university in urban or regional planning, urban design, urban studies, architecture, landscape architecture, urban geography, environmental studies or a closely related field


Experience:



  • Planner I: No experience required.

  • Planner II: Two (2) years of entry-level professional planning experience.

  • Planner III: Four (4) years of professional planning experience including two (2) years of experience at the City of San Jose Planner II level or equivalent.


Acceptable Substitution (for Planner III): Master's Degree or sixty (60) semester hours of graduate course work from an accredited college or university in urban or regional planning, urban design, urban studies, architecture, landscape architecture, urban geography, or environmental studies or a closely related field can substitute for the two years of professional planning experience equivalent to Planner II.


Licensing: Possession of a valid driver's license may be required for some assignments.
