Positions & Duties

The total annual salary range for Division Manager classification is $123,762.08 - $195,903.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.


Per the City's COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be "up-to-date" with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.


The Administrative Services Division Manager is responsible for planning, organizing, directing, coordinating, and evaluating comprehensive operational and administrative functions of the Environmental Services Department. Additionally, this position works closely with executive management in the formulation and implementation of department policies and procedures which better serve our residents and enhance the department's effectiveness.

The Administrative Services Division Manager reports to the Assistant Director and oversees the Budget, Fiscal, Employee Services, Contracts/Procurements, Customer Information Systems (utility billing), Information Technology, and City Hall Clerical sections.

Duties of the position include:
Provide support to management-level staff in the planning, direction, coordination, and administration of the department's budgeting, fiscal control, purchasing, technology management, utility billing, and personnel functions.

Provide direction over the central administrative functions within the Administrative Services Division and the supervision of personnel assigned.

Direct and perform special projects and strategic planning programs that impact departmental operations.

Plan, direct, counsel, provide guidelines, and review accomplishments of major departmental work units or divisions as steps towards achievement of departmental goals and objectives.

Participate and support the department's Executive Team in the review and establishment of policies and procedures for carrying out the department's goals and objectives, and initiate changes in methods and procedures to improve service delivery.

Direct the development, preparation, and implementation and control of the departmental budget, including the review and analysis of division budget requests, development of justification for budget proposals, and the management of expenditures and revenues.

Direct the appropriate management of all funds and revenue programs to ensure compliance with all pertinent rules and regulations.

Direct workforce planning efforts including recruitment and retention strategies and training programs for the department.

Provide support to the Executive Team with Personnel related matters that impact the department's ability to hire, discipline, evaluate, and terminate departmental employees within assigned area.

Conduct or direct and evaluate complex studies pertaining to a variety of administrative and operational problems and develop and implement effective solutions.

Prepare, review, and approve detailed correspondence and reports.


Participate in and advise the Executive Team in the planning, formulation, and interpretation of departmental policy.


Participate in long and short-range planning for department operations.

Qualifications


Education: A Bachelor's degree from an accredited college or university in Business Administration, Public Administration, or a related field.



Experience: Six years of increasingly responsible directly related experience in business management, public administration, or human resources administration, including at least three years of supervisory experience.
