Job Description:

SUMMARY:

The Director of Water-Use Efficiency leads the Company's Water-Use Efficiency Department, including the Conservation and Research, Analytics, and Reporting teams. The position is responsible for the strategic planning and long-term success of the Conservation and Water Loss Control Programs. The position reports to the Chief Water Resource Sustainability Officer and the position is located in Torrance, CA.

ESSENTIAL FUNCTIONS:
  • Oversees, plans, develops, manages, and evaluates the overall processes of the Water-Use Efficiency Department
  • Manages staff, including prioritizing and assigning work, conducting performance evaluations, overseeing training and development, and making hiring, termination, and disciplinary recommendations
  • Develops, prepares, and manages budgets; evaluates operating costs and develops actions for improving efficiency
  • Answers a variety of complex citizen, media, regulatory and administrative inquiries regarding Company water conservation and water loss control activities, programs, and procedures
  • Participates in the development of training and safety programs to enhance the Water-Use Efficiency Department and ensure compliance with Company's policy and occupational safety regulations
  • Authorizes purchase of equipment, materials, and supplies related to the Water-Use Efficiency Department
  • Prepares Requests for Proposals and develops and reviews contracts as required for consulting services and other related activities
  • Oversees, plans, and coordinates the work of consultants and other service providers
  • Responsible for the identification of grant opportunities, development, and submittal of applications, and required reporting and compliance
  • Oversees the Water-Use Efficiency Department responsibilities related to GIS
  • Participates in the development and writing of Urban Water Management Plans
  • Creates and executes strategic vision including primary responsibility for the development and implementation of Conservation Master Plans and Water Shortage Contingency Plans
  • Oversees the development of General Rate Case application, rebuttal, and settlement related to conservation management and water loss performance standards
  • Assists in the development of conservation rates
  • Stays current with new trends and innovation in drought, water conservation, and water loss control methods, and techniques
  • Represents Cal Water at various state and federal industry forums, and public hearings related to drought, water conservation, and water loss performance standards
  • Develops and maintains effective working relationships industry groups, the Legislature, and State and Federal agencies, including the California Public Utilities Commission, State Water Resources Control Board, and Department of Water Resources
  • Works to ensure that regulations and policies are reasonable and can be implemented effectively
  • Responsible for regulatory and reporting compliance with drought, conservation, and water loss performance standards
  • Acts as the primary liaison with other internal departments on strategic planning, including water resources and drought planning
  • Supports drought, conservation, and water loss control needs of subsidiaries, as needed
  • Primary responsibility for marketing and outreach efforts of the Water-Use Efficiency Department
  • Performs other similar duties as assigned


MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Environmental Studies, Water Resources, Economics, or related field and/or equivalent relevant experience
  • Seven years of progressive experience overseeing the development and implementation of various water conservation programs
  • Five years of supervisory and/or management experience preferred
  • Must obtain AWWA Water Use Efficiency Practitioner, Grade 1 Certification within 12 months
  • Must obtain AWWA Water Use Efficiency Practitioner, Grade 2 Certification within 18 months
  • Must obtain AWWA Water Use Efficiency Practitioner, Grade 3 Certification within 24 months
  • Valid California Driver License


Required Knowledge, Skills and Abilities:
  • Knowledge of supervisory principles, practices, and techniques
  • Demonstrated knowledge of conservation program management and planning
  • Knowledge and understanding of the Long-Term Conservation Regulations related to Senate Bill 606 and Assembly Bill 1668, including water loss performance standards
  • Knowledge of applicable State, Federal, and local laws and regulations
  • Knowledge of CPUC rules, regulations, and rate case filings
  • Ability to set priorities, exercise sound, and independent judgment, select and evaluate staff, analyze and prepare reports and presentations, identify problems and propose alternative solutions and develop and execute goals
  • Excellent communicator, with strong verbal, written, and presentation skills
  • Strong presentation skills, particularly in public settings
  • Strategic thinker with experience in program planning and execution
  • Ability to interact, communicate and maintain effective working relationships with outside contractors, vendors, consultants, regulators, and staff in districts, and departments
  • Ability to write clear and concise general and technical policies, procedures, and instructions
  • Strong capabilities to use Microsoft Office applications to create spreadsheets, presentations, and written documents
  • Demonstrated troubleshooting and problem-solving skills
  • Demonstrated leadership and team-building skills
  • Demonstrated time management and organizational skills with ability to meet changing schedules and high-pressure situations


Salary Range: $128,200- $235,000
