Position Description
Description
Under the direction of the Director of Public Works, the Deputy Director of Public Works – Wastewater plans, organizes, and directs the activities of the Calera Creek Water Recycling Plant, the Collection System, and the storm water pump stations; works effectively in a team-based environment, carrying out management, technical, coaching, supervisory, project management, and administrative responsibilities.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City's infrastructure.

The Public Works Department is supported by 56 full-time staff with 28 in the Wastewater Division. The Wastewater Division has an annual operating budget of $10.5 million along with a FY2021-22 CIP appropriation of $ 7.5 million.

The Deputy Director will be expected to take charge of the division, hit the ground running with current projects and conduct all long-term planning for future needs. Individuals selected will be hands-on managers that will lead a dedicated staff while identifying best practices for policies, procedures and future operations. The Deputy Director will team with the Director and operate in an open and collaborative manner with the entire City organization. It is also critical that the Deputy Director has the ability to communicate clearly to the organization and community.

A Bachelor's degree from an accredited college or university with major course work in civil engineering, chemistry or related field is desired. In addition, six years of increasingly responsible professional wastewater treatment and utility operations, including five years of management level experience. Experience in construction management of wastewater facilities highly disirable. Possession of a valid certificate of registration as a Civil Engineer issued by the State Department of Registration for Professional Engineers is required.

Licenses Required:

Must possess a valid California Class C driver's license and have a satisfactory driving record. Possession of a current Grade IV Wastewater Treatment Plant Operators Certificate as issued by the California State Water Resources Control Board is required.

Knowledge of State and Federal regulations relating to wastewater collection and treatment facility operations; principles and practices of sanitary sewer and wastewater treatment facility operations, general principles of laboratory operation and industrial waste management, long-term and strategic planning, municipal finance and budget systems, principles of economics, finance and civil engineering as applied to wastewater collection and treatment, principles of effective management and supervision, negotiating, principles, contract administration, municipal/public administration; and coordination of staff and resources.

Benefits
The annual salary range for this full-time exempt management position is $153,924 to $180,564, and appointment will be made based on the qualifications of the selected candidate. In Addition, the following benefits are provided.

Retirement – CalPERS: 2.5% @ 55 (classic) or 2% @ 62

Health Benefits: Health benefits are offered through the CalPERS Health Program. The City will contribute toward the cost of health benefits to cover a majority of the premium, based on coverage level.

Dental: City has a self-funded dental plan (Delta) that typically covers 100% of paid premiums for dental expenses and provides $2,000 in lifetime orthodontic benefits.

Vacation Leave: 15-27 days annually depending on years of service.

Holidays: 11 paid holidays annually and 2 floating holidays.

Administrative Leave: 72 hours per year (no cash value)

Sick Leave: 12 days accrued annually

Deferred Compensation: choice of three plans

Long-Term Disability Insurance and Life Insurance: City provides paid long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN.
