Overview:
Valley Water is looking for a Construction Procurement and Contracts Manager to manage Valley Water's complex and technical public works procurements and oversee the Construction Contracts and Support Unit. Our ideal candidate will have experience managing large-scale construction projects and a background in public sector procurement. This candidate will have experience with complex, multi-million-dollar construction contracts and procurement spend (Valley Water's spend over the next several years is $2.5 billion), preferably with construction projects in California. The Construction Procurement and Contracts Manager will be a proactive leader, a self-starter, and a motivator with strong communication skills and the technical expertise to offer solutions to obstacles in the procurement process. THE JOB
The Construction Procurement and Contracts Manager oversees the newly created Construction Contracts and Support Unit, including a staff of seven, which includes two direct reports. This position is responsible for managing Valley Water's complex and technical public works procurements, including contract planning, development, negotiations, and administration. This position will also oversee labor compliance programs after contracts are awarded. This position manages relationships within the organization and with vendors and prospective bidders, communicating processes, policies and procedures and representing Valley Water with tact and professionalism.

IDEAL CANDIDATE
The ideal candidate will be self-guided, proactive, responsive, and solutions oriented, with excellent communication skills and a strong customer service orientation. The ideal candidate will also be engineering and architecturally minded, with the ability to read and interpret plans and specifications and communicate with both technical and lay people about the large-scale construction procurement projects they oversee. Successful candidates will have demonstrated knowledge of effective public sector procurement programs, contract management, and the related laws and regulations. This candidate will have experience with complex, multi-million-dollar construction contracts and procurement spend (Valley Water's spend over the next several years is $2.5 billion), preferably with construction projects in California. We are looking for a leader who will motivate and inspire staff while driving projects forward.

Minimum Qualifications:

  • Possession of a bachelor's degree from an accredited college or university with major course work in business administration, construction management, civil engineering, or a closely related field or a field specifically related to the work group assigned.
  • Five (5) years of construction contract program management experience, including two (2) years of supervision of professional staff.
  • Must possess a valid California driver's license and have a satisfactory driving record.
Highly Desired:
Registered Professional Civil Engineer (PE) in California.

Salary and Benefits:
Annual Salary $154,897 - $197,849 (based on 7-step salary range) and an attractive benefits package.

Selection Process

* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.
