The Opportunity

The District has an immediate opening for a Coach, Capital Improvement Projects (Mid-Level Manager) who plans, organizes, supervises, and directs the District's Capital Improvement Projects (CIP) team.The CIP Coach directs the work of staff engaged in engineering and technical services activities and ensures the effectiveness of District programs and initiatives.The CIP Coach provides advice and counsel to the Board of Directors, General Manager and Executive Team on a variety of engineering and technical services.

The CIP Coach supports and works effectively in a team-based organization, carrying out technical, coaching, supervisory, project management, and administrative responsibilities. The Coach plays a critical role in carrying out the District's Strategic Plan and contributes to the success of the District's mission.This position requires the ability to exercise a high degree of independent judgment and effective decision-making, communication, and interpersonal skills.


The Organization

Union Sanitary District (USD) is an award-winning, innovative special district providing wastewater collection, treatment, and disposal services to the residents and business in the cities of Fremont, Newark, and Union City in the south-eastern San Francisco Bay Area.We proudly celebrated 100 years of service to our communities in 2018.

The District's service area encompasses 60.2 square miles with over 830 miles of underground pipelines. The District treats an average dry weather flow of 24 MGD and has a total average dry weather capacity of 33 MGD. USD serves 356,000 residents and over 3,000 commercial and industrial parcels.The agency employs 142 staff.

  • Critical activities include development of the Capital Improvement Programs that ensure the integrity of the existing infrastructure and provides future capacity for growth in the District; review of plans and specifications for District treatment, transport, and collection system projects; construction inspection; oversight of the GIS database maintenance; and assistance in resolving customer concerns.
  • Assisting in preparing and implementing the Annual and the 20-year Capital Improvement Program Budget.
  • Plan, develop, and implement goals and objectives for the CIP Team; coaching and mentoring of technical professionals.
  • Direct, oversees and participate in the development of the CIP Team program work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures; implement needed work process and automation improvements.
  • Perform a variety of difficult professional engineering and design activities including providing oversight to various capital improvement projects; participate in master planning for facilities and service areas; review detailed facilities design, including plans, specifications, contract documents and cost estimates and oversee contract administration for capital projects.
  • Analyze and evaluate bids on specifications for construction work and materials; investigate and evaluate construction materials and equipment; provide construction management and inspect construction work; interpret and enforce specifications, regulations, and District policy and ordinances; review and approve change orders.
  • Attend Board of Director and Board Committee meetings as necessary; represent the District at state, regional and local meetings.Serve as the Manager, Technical Services in his/her absence.

    Qualifications
    About You

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities as indicated below is qualifying.A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:

    Education and Experience:
    Bachelor's degree from an accredited college or university with a major in civil, sanitary, or environmental engineering, or a related field, and ten (10) years of increasingly responsible experience related to planning, evaluation, design, construction, and assessment of large sewerage systems, including pipeline, pump station, and treatment plant projects, and five (5) years' experience in managing, supervising or directing the work of environmental professionals with management of at least five projects during construction. A master's degree is highly desirable.

    Other combinations of education and experience may fulfill the requirements, at the discretion of the hiring manager.

    Knowledge, Skills and Abilities:
    You must have knowledge of:
  • Able to conceptualize and translate concepts into programs.
  • Excellent judgment in carrying out both technical and management responsibilities, addressing issues with integrity, fairness, and flexibility.
  • Civil engineering principles, terms, practices, and methods applicable to wastewater utilities.
  • Wastewater treatment and collection and transport systems.
  • Principles of management administration.
  • Principles and practices of civil engineering as applicable to the planning, design, and construction of wastewater utilities including recycled water.
  • Environmental controls and the conduct of engineering projects.
  • Engineering capital project management techniques and methods.
  • Public contracting and contract management practices.
  • Budget preparation and administration.
  • Plan, organize, and direct an effective engineering and technical services program.
  • Analyze, interpret, and apply information, choose among alternative courses of action, and develop sound recommendations.
  • Understand and implement laws, regulations, polices, and procedures.
  • Plan, assign, and supervise the work of subordinate staff.
  • Maintain positive employee relations within the department.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
    Licenses, Certificates, or Credentials and Other Requirements:
  • Must possess valid California registration as a Professional Civil Engineer.
  • Must possess a valid Class C California driver's license, have and maintain a satisfactory driving record, and be insurable by the District to operate District vehicles.
  • Must possess the physical characteristics to perform the critical and important duties of the job.
