The East Bay Municipal Utility District (EBMUD), one of the largest and most innovative public water and wastewater utilities in the United States, will be seeking a highly motivated and public service-oriented attorney to join a team of seasoned legal staff in its Office of General Counsel (OGC).


An attorney with experience or demonstrated interest in public sector labor and employment law and willingness to learn other areas of public law is highly desirable. Working under the general direction of the General Counsel and Assistant General Counsel, the selected attorney will interact directly with the elected Board of Directors, senior management, and key staff throughout the organization to provide timely legal advice, support EBMUD in litigation and other proceedings and protect EBMUD's legal interests.


As a member of the OGC, you will play a key role on many of EBMUD's most challenging and significant initiatives. The most competitive candidates for this position will bring a willingness to learn and practice in all areas of labor and employment law, as well as public law. EBMUD is seeking a candidate with experience or demonstrated interest in one or more of the following:


o Public Sector Labor Law (Meyers-Milias-Brown Act, proceedings before the California Public Employment Relations Board, providing advice in public employee relations matters)
o Public Sector Employment Law (Civil Service laws, employee due process rights, leave laws, civil rights laws, contracting out laws, Fair Labor Standards Act, and workplace health & safety)
o Public Pension Law (Public Employees' Pension Reform Act - PEPRA)
o Legal research and analysis of various and complex labor and employment issues
o Effective written communication and presentation skills in providing advice and recommendations based on public sector labor and employment laws
o Other areas of municipal or public agency law, as may be assigned.


This position will be filled at the Attorney I or II level, depending upon the qualifications and experience of the selected individual. This is a civil service exempt position. Starting salaries are usually offered at or below the salary control point, depending on experience, with salary progression then becoming performance-based. The control points are $150,096 annually for Attorney I or $182,880 annually for Attorney II. Attorneys may promote through the Attorney I/II/III sequence as knowledge, skills, abilities, and experience are gained.


Requirements include a JD from an accredited law school and varying years of professional experience in public or other applicable areas of law. All candidates must be licensed to practice law in the State of California and possess technical competency in preparing, presenting, and conducting cases; presenting clear and logical statements of fact, law, and argument in written and oral form; analyzing and drafting resolutions and regulations; performing legal research; and communicating effectively, clearly, and concisely both orally and in writing.
