Positions & Duties


Per the City's COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be "up-to-date" with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

The salary range for Associate Engineering Technician is approximately $76,374.48 - $92,951.04 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.


Environmental Service Department (ESD) is seeking to fill three (3) Associate Engineering Technicians vacancies in their Capital Improvement Program (CIP) Division. The division is responsible for planning and implementing long-term capital improvement projects at the San José-Santa Clara Regional Wastewater Facility (RWF). The RWF is an advanced wastewater treatment plant that serves approximately 1.4 million residents and over 17,000 businesses in eight cities. The CIP division is currently comprised of 50 full-time positions that perform project delivery, program administration, and process engineering services. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works who provide program management and construction management services respectively. This integrated team is responsible for delivering one of the largest public works programs in San José's history! The RWF CIP is an exciting opportunity that stands among one of the largest construction programs in the South Bay.


This class is the journey level class in engineering technical series. Incumbents of this class perform a variety of subprofessional engineering work in design drafting and office engineering. This class differs from the next higher class of senior engineering technician in which the latter class may supervise a technical unit and perform sub - professional engineering work.


The Associate Engineering Technician positions will be responsible for providing technical support to a variety of wastewater improvement projects from planning through detailed design, bid and award, construction management, and contract administration support in CIP. All three positions are located at the RWF, located at 700 Los Esteros Road, San Jose, 95134. One position is in the Program Management section and the other two will be in one the division's project delivery sections.


PROGRAM MANAGEMENT


The typical duties of this Associate Engineering Technician position may include the following but are not limited to:



  • Supporting and assisting with program management activities such as: project and performance tracking; program and project reporting; review and interpretation of project schedules and estimates; document management; preparation of graphics, maps, and other material for reports and presentations; and development and implementation of program control systems, tools and procedures

  • Administrate the CIP's SharePoint site and coordinate with IT to create team sites, respond to support requests, and troubleshoot other access and functionality issues. Provide training to new users. Monitor and report on metrics such as total user count, and inactive users.


PROJECT DELIVERY


The typical duties of these Associate Engineering Technician positions may include the following but are not limited to:



  • Collect and analyze field, operational and technical data, and research wastewater equipment, material costs and specifications

  • Contract administration and construction management support including but not limited to invoice review, managing process shutdown requests, change orders, etc.

  • Assisting with the review and/or development of engineering plans, specifications, cost estimates, construction contracts, and bid process

  • Preparation of CAD drawings, diagrams, maps, and other presentation material; performing field inspections

  • Assisting consultants with condition assessment, and site investigation

  • Managing and maintaining documents and record drawings

  • Interfacing effectively with consultants, contractors, operations and maintenance staff, and other city department staff.

Qualifications


Education: Completion of high school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate)


Experience: Four (4) years of increasingly responsible sub-professional engineering/technical support experience of which two (2) years of experience includes performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.


Acceptable Substitution: Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the two (2) of four (4) years of sub-professional engineering/technical support experience. There will be no substitute for the two (2) years of experience performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.


Licenses or Certificates: Possession of a valid State of California driver's license
