Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite
Overview:

We are seeking a highly capable Associate Mechanical Engineer with mechanical engineering project management experience to join Valley Water's Plant Maintenance Engineering & Commissioning unit.

The Associate Mechanical Engineer will manage a variety of mechanical engineering assignments in support of the troubleshooting, planning, design, construction, operation, and maintenance of Valley Water's treatment plant and distribution mechanical equipment. This position will manage mechanical engineering projects, conduct engineering studies, prepare and review reports, designs, and construction plans and specifications, and serve as a technical resource in mechanical engineering. This position will also plan, schedule, assign, and review the work of assigned staff and perform a variety of tasks relative to assigned area of responsibility.

Key Responsibilities include, but are not limited to:
  • Manage mechanical engineering maintenance and rehabilitation projects through all phases including investigation, troubleshooting, planning, design, construction and implementation, and close-out; prepare mechanical engineering specifications, drawings, sketches, and other supporting documentation for proposed engineering projects; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with professional codes, standards, and Valley Water specifications; prepare technical and administrative correspondence and reports.
  • Conduct mechanical engineering studies, investigations, and analyses such as infrastructure fragility and vulnerability analysis, vibration testing and analysis, condition assessments, feasibility reports, event incident/root cause analysis, and testing for system deficiencies and mechanical anomalies; prepare engineering calculations; research, collect, and analyze engineering data, statistics, and surveys.
  • Initiate solicitations, including requests for proposals and sole source requests to provide materials and services; coordinate and participate in the evaluation of submittals; negotiate and execute contracts; prepare and submit Board Agenda Items for contract approval; administer and manage contracts ensuring compliance with all requirements.
  • Serve as a liaison for assigned mechanical engineering projects and/or area of responsibility to other Valley Water units, divisions, and outside agencies; attend project related meetings and workshops and communicate and coordinate with all stakeholders; present to stakeholders, committees and the Board of Directors as needed for projects.

Ideal Experience:
Four (4) years of professional mechanical engineering experience.

Ideal Skills and Abilities:
  • Recommend and implement work plans and effectively manage mechanical engineering projects and project teams.
  • Apply mechanical engineering principles, practices, concepts, and standards to engineering problems.
  • Independently conduct comprehensive mechanical engineering studies, investigations, and analyses.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Prepare, understand, and interpret construction plans, specifications, drawings, and other mechanical engineering documents.
  • Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and Valley Water engineering policies and procedures.
  • Conduct mechanical engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
  • Organize and prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Ideal Knowledge:
  • Principles, practices, concepts, and standards of mechanical engineering.
  • Basic corrosion mechanisms and engineering principles.
  • Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
  • Practices of researching mechanical engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Safety practices and procedures.
Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in mechanical engineering or a field related to assigned functional area(s).
OR
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

  • Possess or has the ability to obtain, an appropriate, valid driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
  • PE is desirable but not required.

* Fully vaccinated means (1) it has been at least two weeks since a person has completed the entire recommended series of a COVID-19 vaccine, and (2) the person has provided proof of vaccination in a form consistent with the requirements for verification of vaccine status in the State of California's July 26, 2021 Public Health Officer Order.
**Limited Exemptions to Vaccination Requirement
