Under general direction, Associate Civil Engineers perform complex and difficult engineering work related to the planning, design, construction and operation of a large municipal water supply and wastewater utility, and hydroelectric generation system. This Associate Civil Engineer will primarily provide technical support to the Resource Recovery (R2) Program but may also provide support to other groups within the Wastewater Department (e.g., planning, design, or construction activities).

EBMUD's internationally recognized Resource Recovery Program takes advantage of excess capacity in East Bay Municipal Utility District's (EBMUD's) Wastewater Treatment Plant to bring in trucked waste, generating revenue and renewable energy. In the next few years, EBMUD expects to see new opportunities to expand its capabilities to accept and process organic waste streams and develop new revenue sources. The position provides engineering support to the R2 Program, including negotiation of waste disposal contracts and partner agreements, developing engineering solutions for waste acceptance, performing critical reviews of new waste streams, and managing surplus renewable electricity sales.

Typical duties include:
Evaluating alternative energy recovery approaches for biogas generated from food waste.
Managing environmental attributes associated with renewable energy production including renewable energy credits (RECs), renewable identification numbers (RINs), and low carbon fuel standard (LCFS) credits. Management of attributes includes keeping abreast of policy development, financial analysis, account registration, and administration.
Developing strategies for management of contaminants from trucked waste.
Negotiating contracts and agreements with customers, partner agencies, and technology providers.
Making presentations to various groups, including technical and non-technical audiences.
Preparing a wide variety of technical reports, records, and related documents as required by regulatory agencies.

The salary range is $11,362 per month increasing to $11,930, $12,527, $13,153 and $13,811 after 6, 18, 30, and 42 months, respectively.

Requirements:
1. A bachelor's degree in an ABET-accredited civil engineering curriculum OR a California EIT Certificate.
2. Four years of professional engineering experience (subsequent to obtaining the degree), which is equivalent to two years of experience at EBMUD's Assistant Engineer level.
3. California registration as a Professional Civil Engineer.
4. Possession of a valid California driver's license and a satisfactory driving record.

In addition, the incumbent must possess the physical characteristics to perform the critical and important duties of the position, including working in office and field environments, where exposure to chemicals and oxidizing agents is possible. Must be willing to work overtime as needed.
