Positions & Duties

Per the City's COVID19 Mandatory Vaccination Policy the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be "up-to-date" with regard to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

The Environmental Services Department is currently recruiting to fill both Assistant Environment Inspector and Environmental Inspector I/II positions in the Watershed Protection Division's Source Control, Industrial/Commercial Stormwater Enforcement, and Fats, Oils, and Grease (FOG) Environmental Enforcement work groups. The selected candidates for these positions will be stationed at San Jose City Hall, located at 200 E. Santa Clara St., San Jose, though a majority of the work will be conducted in the field.

The Watershed Protection Division provides services that support the City's efforts to protect water quality in local creeks and the Bay. These services are integral to the City's management of both wastewater and stormwater. The Watershed Protection Division is comprised of more than 100 employees with four key functions: Stormwater Management, Environmental Enforcement, Industrial Pretreatment, and Laboratory Services.

The Watershed Division's key functions and their related work groups for these positions are described below:

WATERSHED PROTECTION DIVISION: PRETREATMENT PROGRAM

Source Control - This group is responsible for implementing the Pretreatment Program for industrial discharges to the San José-Santa Clara Regional Wastewater Facility.

Environmental Engineering - This group, which includes Sanitary Engineers and Environmental Inspectors, provides engineering and technical support to the Pretreatment Program.


WATERSHED PROTECTION DIVISION: ENVIRONMENTAL ENFORCEMENT PROGRAM

Construction/Illicit Discharge Detection and Elimination - This group is responsible for inspecting active construction sites in San José for compliance with local ordinances and implementation of best management practices that protect stormwater quality, the storm sewer system, creeks, and the Bay.

Industrial/Commercial Stormwater Enforcement - This group is responsible for inspecting commercial and industrial businesses in San José for compliance with local ordinances and implementation of best management practices that protect stormwater quality, the storm sewer system, creeks, and the Bay.

Fats, Oils, and Grease, and Sewer Investigations - This group is responsible for an inspection program focused on food service establishments with an emphasis on controls for Fats, Oils, and Grease (FOG).

Stormwater Treatment Measures Operations and Maintenance - This group is responsible for inspecting public and private post-construction stormwater treatment measures installed throughout San José to ensure that they are operating and maintained in good working order.

Job Classification Overview - Assistant Environmental Inspectors:

Assistant Environmental Inspectors are responsible for collecting wastewater, stormwater, and FOG samples and performing basic inspection tasks at industrial, commercial, and food service facilities to determine compliance with local, state, and federal environmental regulations. They also assist with the review of pretreatment systems and grease control devices, including evaluation of pretreatment system performance and review of maintenance and cleaning records.

The Assistant Environmental Inspector position for the FOG team conducts inspections of grease control devices daily (approximately 6 inspections per day). Inspection of these devices requires using a magnetic lifter to remove manhole covers that are up to 250 lb in weight. This would require the need to be able to apply approximately 50 lbs. of force using the magnetic lifter to remove the manhole cover.

The Assistant Environmental Inspector position for the Source Control team conducts inspections of industrial facilities daily (approximately 6 inspections per day). Inspection of these facilities includes lifting automatic sampling devices weighing approximately 50 pounds. Additionally, this position includes the collection of environmental samples from sanitary sewer waste streams.

Job Classification Overview - Environmental Inspectors I/II:

Environmental Inspectors are responsible for conducting a variety of professional inspection and investigation duties to ensure compliance with local, state, and federal environmental regulations. They interpret and enforce regulations by assessing environmental data, reviewing self-monitoring reports, performing inspections, and overseeing specialized compliance assessments and investigations. Environmental Inspectors prepare a variety of technical and regulatory reports and maintain program records.

Salary Information

The actual salary shall be determined by the final candidate's qualifications and experience. The annual salary range for the positions are presently as follows:

Assistant Environmental Inspector: $67,662.40 - $82,243.20

Environmental Inspector I: $83,678.40- $101,608.00

Environmental Inspector II: $92,289.60 - $112,174.40

Qualifications

Assistant Environmental Inspector - Two (2) years of college, including two (2) semesters (or equivalent quarter units) of college-level chemistry.

Environmental Inspector I - A Bachelor's Degree from an accredited college or university in Environmental Science, Engineering, Biology, Chemistry, or a closely related field.

Environmental Inspector II - A Bachelor's Degree from an accredited college or university in Environmental Science, Engineering, Biology, Chemistry, or a closely related field.

Experience:

Assistant Environmental Inspector - None

Environmental Inspector I - None

Environmental Inspector II - Two (2) years of increasingly responsible experience in environmental inspection and/or environmental consulting experience in assessing industrial, commercial, residential, and/or institutional facilities for compliance with Federal, State, or local codes OR equivalent experience in laboratory work, hazardous materials, or process control.

Licenses or Certificates: Possession of a valid State of California driver's license.
