Valley Water is seeking an Assistant Control Systems Engineer to join our Utility Electrical and Control Systems Engineering unit. This Assistant Control Systems Engineer will support, under direct or general supervision, the peaking capital project need by providing critical control systems engineering support to various projects.

Raw water delivery operations depend on the reliable and timely and accurate execution of SCADA commands and control data for ensuring delivery of water to District water treatment facilities, streams, and our customers. Water treatment and treated water delivery operations depend on the reliable timely and accurate execution of Process Control Systems command and control data for ensuring delivery of safe, clean water to our customers in the Silicon Valley.

The Assistant Control Systems Engineer will support 24 x 7 continuous Water Utility raw, treated and purified water operations, annual maintenance work plan, asset management plans. They will be responsible for the planning, design, development, implementation, modification, installation and maintenance of the Water Utility's critical control systems in the area of water pumping, conveyance and treatment while ensuring work quality and adherence to professional codes, standards, and Valley Water specifications.

Key Responsibilities include, but are not limited to:

  • Provide hardware and software support for supervisory control equipment used in water distribution systems and treatment plants; design, install, and maintain new applications software and existing software; assist in managing control system infrastructure upgrades; configure, program, test, install, and maintain networked systems; participate in developing District standards and preparing operating procedure documents for new applications software.
  • Prepare control system engineering specifications, drawings, sketches, and other supporting documentation for proposed engineering projects; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with professional codes, standards, and District specifications; prepare technical and administrative correspondence and reports.
  • Review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with professional codes, standards, and Valley Water specifications.
  • Prepare technical and administrative correspondence and reports.
  • Conduct control system engineering studies, investigations, and analyses, such as infrastructure fragility and vulnerability analyses, condition assessments, feasibility reports, event incident/root cause analysis, and testing for system deficiencies, code non-compliance conditions, and system/structural anomalies; prepare engineering calculations; research, collect, and analyze engineering data, statistics, and surveys.

Ideal Experience:
Assistant Engineer I - Control Systems
Experience: One year of Control Systems engineering is desirable.
Assistant Engineer II - Control Systems
Experience:
Two (2) years of professional control system engineering experience.

  • Prepare, understand, and interpret construction plans, schematics, specifications, drawings, and other electrical engineering documents.

Ideal Knowledge:

  • Principles and practices of control systems network administration.
  • Operational characteristics of control systems hardware and software.
  • Principles of mathematics and its application to control systems engineering work.
  • Practices of researching control engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
  • Office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Principles and techniques for providing customer service by effectively dealing with the public, vendors, contractors, and District staff.
Assistant Engineer II - Control Systems
In addition to the knowledge for Assistant Engineer I - Control Systems:
  • Principles and practices of project budgeting, cost estimation, funding, project management, and contract administration.
  • Recent and on-going control systems engineering related developments, including information technology, current literature, and sources of information related to the operations of assigned area of responsibility.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
Ideal Training and Education:
Education:
  • Bachelor of Science in Control System, Electrical Engineering, or a field related to assigned function.
  • OR
  • Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.
Experience:
  • Two (2) years of professional control system engineering experience.


Required License or Certificate

  • Engineer-In-Training (EIT) certification is desirable
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
