Job Description:
The Wastewater Systems Compliance Manager reports to the VP of Water Quality & Environmental Affairs and will be responsible for overseeing all of California Water Service Group (CWSG) Wastewater and the Water Recycled Water Compliance programs across the business; ensuring compliance with state and federal regulatory and environmental protection requirements company wide. The position can be located in Bakersfield, East Los Angeles, Torrance, or Visalia, CA.
ESSENTIAL JOB FUNCTIONS:
- Oversees Cal Water Wastewater Compliance Operations at all wastewater treatment plants; perform the role of Chief Wastewater Treatment Plant Operator as necessary.
- Responsible for maintaining compliance with all local, state, and federal wastewater and recycled water treatment regulations; develops and maintains professional relationships with local, state, and federal regulatory agencies.
- Ensures that the wastewater treatment plants effluent meet all National Pollutant Discharge Elimination System (NPDES) standards and all other Federal and State regulatory requirements.
- Represents CWSG in agency or third-party inspections and manages internal audit program.
- Oversees recycled water compliance programs across the business; assists other departments with recycled water matters and provides input for strategic goals.
- Stay on top of existing and upcoming regulations in the wastewater and recycled water regulatory environment, participate in the regulatory review process; lead strategic planning to ensure compliance with new regulatory requirements.
- Participates in capital and operational expense budgeting and ensures that established guidelines are met.
- Collaborates with the Environmental Affairs, Safety, Security, Operations and Agency Emergency Services Department to develop and implement emergency response plans for all wastewater treatment plants.
- Develops and implements projects which improve efficiency and optimize wastewater and recycled water quality.
- Prepares planning and technical documents and conduct the necessary research for treatment optimization and decision-making.
- Conducts regular meetings with wastewater plants management to stay on top of emerging issues and provide support.
- Provides oversight for the wastewater training program and conduct training as necessary.
- Reviews engineering plans and participates in the establishment of specifications for the safe design and operation of wastewater treatment plants and systems and ensures. industry and regulatory best practices are included
- Represents CWSG Wastewater Operations to external organizations and give public presentations as needed.
- Serve as Wastewater Subject Matter Expert (SME) for new business acquisitions; provide due diligence review of wastewater system acquisitions, consolidations, and/or new systems.
- Collaborates with the Environmental Affairs Department and regulatory agencies regarding compliance, communications, operational plans and controls, emergency response, and wastewater quality issues.
- Participates in wastewater and water recycled water professional organizations and take leadership roles on committees.
- Exhibits behavior that supports a safety culture; attends and participates at all required safety training programs; adheres to Company Safety Policies; uses Personal Protective Equipment (PPE) as appropriate, reports safety issues/concerns to management in a timely manner and encourages others to behave in the same manner.
- Participates in and supports the Company's Continuous Improvement program and projects.
- Performs work on-site in the assigned office location
- Performs other similar duties as assigned
MINIMUM QUALIFICATIONS:
- Bachelor's degree or Master's degree in a Technical and/or Environmental Field Administration or related field and/or equivalent relevant experience.
- Five years of increasingly responsible experience in a management role.
- State Water Resources Control Board Wastewater Treatment Plant Operator Grade V Certification required.
- Equivalent Wastewater certification from another state and the ability to obtain California Grade V Certification in 18 months may be considered.
- California Water Environmental Association Grade IV Collection System Operator Certification desired.
- Excellent written and verbal communication skills.
- Proficient in the use of Microsoft Office applications.
- Valid California Driver License.
- Ability to communicate effectively, both verbally and in writing, with agencies, including City Councils and Board of Supervisors, City Managers and staff, contractors, consultants, customers, employees, and vendors.
Salary Range:
Region 1 $104,800 - $194,600 (Bakersfield & Visalia)
Region 2 $111,400 - $206,800 (East Los Angeles & Torrance)
