The Position

Delta Diablo is pleased to announce the recruitment for a Maintenance Manager in our fully established Resource Recovery Services Division. This position will directly support the Maintenance Division, including overall management of division functions, short- and long-range planning, and implementation of the District's strategic goals and objectives.

DEFINITION

Under general administrative direction, plans, manages, organizes, and directs the activities of the District's Maintenance Division, develops and manages division budget, manages scheduling of work programs and special projects for recycled water, wastewater treatment and resource recovery, collection system, instrumentation, collections and conveyance, and facility and process maintenance and repair activities in conformance with applicable statutes, regulations, and policies and procedures.

DISTINGUISHING CHARACTERISTICS

This is a single-position, management-level classification that performs duties related to the administration of the Maintenance Division, including overall management of division functions, short- and long-range planning and implementation of the District's strategic goals and objectives. The Maintenance Manager is distinguished from the Maintenance Supervisor in that the former is responsible for overall management of the District's maintenance and repair services and activities. The Maintenance Manager is distinguished from the Resource Recovery Services Director in that the latter is responsible for the overall performance and operation of the Resource Recovery Services Department.

SUPERVISION RECEIVED AND EXERCISED

Under general administrative direction from the Resource Recovery Services Director and may receive direction from the General Manager or other department directors. This classification exercises supervision and direction over subordinate classifications within the Maintenance Division. May act as a leader for assigned District teams and projects, and as such, may coordinate or oversee the work of other District staff directly related to the assigned activity.

Primary Job Duties

TYPICAL DUTIES
Duties and responsibilities may include, but are not limited to, the following:

  • Plan, direct, organize, and oversee staff in day-to-day division operation, preparation and implementation of procedures, and allocation of divisional resources and functional responsibilities.
  • Manage and participate in development and implementation of short- and long-term goals, objectives, and priorities for assigned functions and programs; and recommend appropriate service and staffing levels.
  • Prepare schedules; research and obtain costs, and justify purchases, programs, and equipment, including supporting information to assist in development of the department's annual and mid-budget submissions and updates; and regularly monitor expenditures and revenues.
  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees on performance issues; respond to staff questions and concerns; make discipline recommendations; and resolve grievances, when possible, and escalate to the next level if unresolved.
  • Monitor and evaluate the effectiveness and efficiency of service delivery methods and procedures; assess and monitor workload, and internal reporting relationships; identify opportunities for improvement with the Department Director; and manage implementation of organizational improvements.
  • Ensure completion of division work in a manner consistent with District procedures, and applicable laws, codes, statutes, and regulations; and identify revised or new policies and procedures to address changes in work processes, legal requirements, and regulatory considerations.
  • Develop, implement, and administer preventative and predictive maintenance programs for the District's Wastewater Treatment Plant (WWTP) and Recycled Water Facility (RWF), pump stations, power distribution systems, buildings and grounds, and other District facilities.
  • Coordinate and manage responses to requests, inquiries, and complaints from the public, customers, and outside organizations related to maintenance and repair activities or street sweeping services.
  • Oversee contract services within the division and provide feedback to service providers.
  • Gather and evaluate information and data on legislative, regulatory, and industry practices and procedures, developments, and trends impacting division programs and activities.
  • Prepare, review, edit, and present engaging and informative regular and special reports, information, and presentations to governing bodies, executive and managerial staff, community groups, the public, and District staff on issues related to key division initiatives, functions, projects, and activities.
  • Prepare a variety of analyses, reports, schedules, recommendations, and memoranda on programs and special projects.
  • Coordinate division activities with other District departments and divisions during course of normal business and as part of emergency response conditions.
  • Effectively perform other work duties and responsibilities consistent with the position on an as needed and/or assigned basis.

    General Organizational Duties
  • Assist in development and implementation of strategic initiatives related to the District's Strategic Plan.
  • Oversee development and implementation of activities related to key performance indicators for the department and division.
  • Identify and oversee the implementation of relevant innovative processes, technologies, and/or approaches for implementation at the District.
  • Actively promote the District's focus on effective and respectful communications to build better work relationships at all levels in the organization.
  • Establish and maintain effective relationships with other staff members, staff of other agencies, professional organizations, and other relevant stakeholders.
  • Participate in regional collaboration opportunities and learning from peer agencies to serve the District's needs.
  • Participate and lead teams engaged in District projects and organizational activities.
  • Provide appropriate, timely, and customer-service focused responses to inquiries from the public.
  • Understand and conform to the District's Policies and Procedures.
  • Understand and conform with the District's Safety Program.

    Qualifications

    QUALIFYING TRAINING AND EXPERIENCE

    A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process:

    Education: Associate degree (or equivalent work experience, training, and education) in environmental science, management, maintenance, chemistry, public administration or a closely related field from an accredited college.
    Experience: Seven (7) years of experience in secondary wastewater treatment plant maintenance, with at least three (3) years of supervisory experience.

    Licenses and Certifications:
  • A valid California Class C driver's license and insurability under the District's driving program must always be maintained.

    ADDITIONAL REQUIREMENTS
  • Expected to respond or report to duty in emergency situations, which may occur after hours, on weekends, and/or on holidays.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:
  • Techniques for evaluating operating and regulatory reports, and identifying deviations from established program schedules or standards.
  • Design, construction, operation, process monitoring systems, and maintenance and repair of wastewater plants, wastewater collection systems, electrical/instrumentation equipment, pump stations, and recycled water production and distribution systems.
  • Technical regulations applicable to maintenance and repair of recycled water and wastewater plants, equipment, and systems.
  • Methods for establishing and maintaining predictive and preventative maintenance programs and systems.
  • Techniques for preparing long- and short-term service projections, budget requests, and supporting justification.
  • Techniques used in estimating time, material, and supply cost estimates.
  • Applicable federal, state, and local laws, codes, and regulations related to the work.
  • Principles of supervision, techniques for training, motivating, and developing employee skills, and preparation of formal performance evaluations.
  • Methods and techniques for data analysis and reporting, preparation of accurate and effective documentation and communications, and development of effective presentations.
  • Principles and practices of research analysis and management.
  • Principles and practices of budget preparation, implementation, and monitoring.
  • Practices of coordinating operations with outside agencies.
  • Principles and techniques for working with groups and fostering effective team interactions.

    Skills and Abilities to:
