We're seeking a detail-oriented, highly organized HR Technician to support our fast-paced Recruitment team. In this critical role, you'll be the sole HR Tech dedicated to Recruitment-helping power the team that hires the people behind the water.

From posting jobs and coordinating interviews to onboarding new hires, you'll be involved in every step of the hiring process. You'll generate offer letters, manage applicant tracking system (ATS) tasks, maintain accurate electronic records, and help ensure compliance and efficiency across the board.

You'll also collaborate across departments-HR, Benefits, IT, Accounting, and more-to create a seamless and positive onboarding experience for new employees.

This role is ideal for someone who thrives in a busy environment, loves juggling multiple priorities, and has a strong grasp of HR systems, MS Office Suite, and attention to detail. You'll assist with salary calculations, process improvements, data tracking, policy compliance, and more.

Key Responsibilities include, but are not limited to:
  • Provide comprehensive support to the Recruitment team through all stages of the hiring process, ensuring outstanding customer service to applicants, hiring managers, and employees. Administer steps in the Applicant Tracking system (ATs), including job postings, candidate screenings, interview scheduling, and notifications.
  • As the sole HR Tech supporting Recruitment, coordinate and facilitate the new-hire process, including on-boarding in the HRIs, background checks, and complete other pre-employment contingency tasks. Ensure the seamless collection of required documents and approvals, create and maintain electronic records for all new hire documentation, and transition new employees to Benefits.
  • Perform classification and salary calculations, obtain approvals and create electronic records for promotions and competitive transfers. Additionally, support unit with all invoice processing and purchase requests and track accordingly.
  • Interpret and apply valley water policies, procedures, and memorandum of understanding, as well as federal and state regulations. Participate in communicating policy instructions to employees and suggest changes in procedure or formulation of new procedures as they relate to assigned area of responsibility.
  • Review materials for completeness, accuracy, format, and compliance with policies ad procedures. create and maintain electronic filing systems for recruitments, new hires, and promotions.

Ideal Experience:

HR Tech I: One (1) year of increasingly responsible technical and administrative human resources support pertinent to the assignment, such as benefits administration, recruitment, or training, ideally involving the use of databases

HR Tech II: Two (2) years of increasingly responsible technical and administrative human resources support pertinent to the assignment, such as benefits administration, recruitment, or training, with one (1) year involving the use of databases

HR Tech III: Four (4) years of experience completing human resource transactions involving databases and/or administering human resource programs pertinent to the assignment, such as benefits administration, recruitment, or training.

Ideal Skills and Abilities (HR Tech I,II,III):
  • Strong organizational and multitasking skills with the ability to prioritize workload efficiently.
  • Excellent verbal and written communication skills.
  • High attention to detail and accuracy in handling sensitive data.
  • Ability to work independently as well as collaboratively within a team environment.
  • Proficiency in HRIS systems, ATS, and Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
  • Strong problem-solving and analytical skills.
  • Ability to interpret and apply HR policies, procedures, and employment laws effectively.

Ideal Knowledge (HR Tech I,II,III):
  • Principles and procedures of recruitment and selection.
  • Understanding of HR databases, payroll processing, and administrative accounting.
  • Federal, state, and local employment laws and compliance requirements.
  • Best practices in record management, training coordination, and HR process improvement.

Ideal Training and Education:
  • Equivalent to the completion of the twelfth grade supplemented by college level course work in human resources, business administration, or a related field. Bachelors degree is desirable.

Talent Acquisition & Career Pathways Unit (Position Code 741)


Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
