Additional steps (Step F, Step G, Step H) are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), fifteen years of service (Step H), and good performance evaluation.
ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Operations Services Supervisor in the Wastewater area of the Utilities Department to play a pivotal role in shaping the future of our city's wastewater infrastructure maintenance and management.
In this exciting opportunity, the Operations Services Supervisor will oversee and lead a talented team dedicated to maintaining and optimizing the city's wastewater collection systems. You will manage daily operations, spearhead innovative projects, and collaborate with stakeholders to ensure the highest standards of service delivery. Additionally, the Operations Services Supervisor will be responsible for all aspects of operation and maintenance of the City's sewer collection system and facilities, and will supervise, plan, evaluate, and occasionally assist in the work of maintenance staff. You will be responsible for reviewing, evaluating, and solving problems of difficult and complex operation and maintenance challenges; review and evaluate operational performance, and implementing regulatory or process changes and assist the Utilities Operations Manager in the development and management of the department budget. The Operations Services Supervisor will demonstrate a thorough understanding of all applicable regulatory requirements, policies, procedures, and work methods associated with assigned duties; coordinate activities with other Departments and interact with outside agencies, organizations, and the public. You will perform other duties as required.
This is a non-exempt position in the AFSCME, Local 101 Supervisory Unit.

THE IDEAL CANDIDATE WILL
- Possess proven experience in the maintenance and repair of wastewater collections systems , including comprehensive knowledge and implementation of Sewer System Management Plans (SSMP), maintenance techniques and construction repair methods.
- Demonstrate highly effective supervisorial and leadership abilities, team building skills, mentorship and accountability.
- Be a champion of workplace safety and implement safety protocols.
- Ensure compliance and be knowledgeable with applicable laws and regulations required by CAL OSHA, and CAL EPA and industry best practices.
- Monitor and manage personnel, budgets, resources, and schedules to achieve departmental goals.
- Exercise critical thinking, open mindedness, and creative problem solving when providing day-to-day oversight and supervision.
- Have refined emotional intelligence with the ability to read the room and handle difficult conversations when needed.
- Bring enthusiasm and excitement in providing a high standard of service to the community.
- Have refined customer service skills integrated with empathy, compassion, and follow through.
- Be detailed oriented and possess good time-management skills to handle a variety of assignments and deadlines in a fast-pace and busy work environment.
- Be an effective communicator (verbally and written) and will follow through on commitments and deadlines.
- Bring new ideas and strive for continuous process improvement for the wastewater collections team.
- Have prior experience utilizing maintenance management software such as Cityworks and MS Office Suite.
QUALIFICATIONS
- Graduation from high school or GED. A college degree from an accredited college or university in a related field of study is preferred.
- Six (6) years of work experience working in sanitary sewer systems operation and maintenance, including two (2) years of senior/lead experience at a senior/lead worker level or higher.
- Possess at time of application, and maintain until Grade 4 certification is obtained, a CWEA Collection System Maintenance Certification Grade 3.
- Possess at time of hire, or obtain within 12 months of appointment, and maintain a CWEA Collection System Maintenance Certification Grade 4.
- Completion of training programs in the areas of employee supervision and evaluation is strongly preferred; completion of a supervisory or lead worker training academy strongly preferred.
- Subject to weekend work, work on holidays, varied shifts, and recall on an emergency or as needed basis.
- Possess and maintain a valid California Driver license and safe driving record necessary to operate assigned vehicle(s). Possess and maintain a valid California Class A Driver License. May be required to obtain endorsements. Must participate in the Department of Transportation Drug and Alcohol testing program, which includes submission to random drug and alcohol testing.
- Pass an employment background check to include a Department of Justice criminal record check.
- Pass a post-offer medical examination, which includes a drug screen.
- Prefer non-tobacco user.
