Asset Management, Wastewater Management - Computerized Maintenance Management System (O&M) Division
The San Jose - Santa Clara Regional Wastewater Facility's Wastewater Management Division operates and maintains the Facility. The Facility is a regional wastewater treatment facility that serves over 1.4 million residents and over 17,000 businesses in eight cities. The Facility has been in continuous operation (24X7) since it was first commissioned in 1956 as a small 38 MGD primary-only Facility, to what is now one of the largest advanced wastewater treatment facilities in California having a dry weather design capacity of 167 MGD and a wet weather hydraulic capacity of 271 MGD.
The Asset Management Group oversees the implementation of the Computerized Maintenance Management System (CMMS) and the O&M Electronic Document Management System, consisting of the Wastewater Document Management System (WMDocs) and the Online Operations & Maintenance Manual (OLM).
Capital Improvement Program (CIP) Division
The San José - Santa Clara Regional Wastewater Facility (RWF) is one of the largest advanced wastewater treatment facilities in the nation and treats water from homes and businesses in the cities of San José, Santa Clara, Milpitas, Campbell, Cupertino, Los Gatos, Monte Sereno, Saratoga, and unincorporated areas within Santa Clara County. The RWF serves a population of over 1.4 million people and has the capacity to treat 167 million gallons of wastewater per day. The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7million residents and 17,000 businesses.
The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works, who provide program management and construction management services.
Position Duties
The Environmental Services Department is currently seeking to fill two (2) full-time Senior Engineering Technician vacancies in the Wastewater Management (O&M) and the Capital Improvement Program (CIP) divisions.
The salary range for this classification is: $92,383.20 - $112,366.80.
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates' qualifications and experience.
The Wastewater Management Division is hiring one (1) Senior Engineering Technician (SET) position under the Asset Management, CMMS section. This position is a higher-level class in the Engineering Technical series and may supervise Engineering Technicians and Interns. This position will report to a Principal Engineering Technician.
This position collects and/or confirms asset information to be populated into the Computerized Maintenance Management System (CMMS). The incumbent will coordinate with the asset management team to help with the day-to-day running of the CMMS software program, which will track data for the facility's preventive maintenance program, equipment management system, work order system, and equipment history and inventory control system.
The Senior Engineering Technician will support various ESD projects through planning, detailed design, bid and award, procurement, construction, postconstruction, and code compliance.
Typical duties may include, but are not limited to:
- Assist principal engineering technician in collecting and analyzing field, operational, and technical data and research wastewater equipment, material costs, and specifications.
- Create and install asset tags on equipment.
- Maintain and update the CMMS asset database for existing and new facility equipment.
- Assist the CMMS group with field inspections to identify equipment on the field and other asset management activities, such as reviewing CMMS deliverables.
- Knowledge of preventative maintenance, equipment warranty, asset tagging, and asset hierarchy.
- Interface with the CMMS software principal engineering technician and senior engineering technicians to populate the database with asset data.
- Develop work practices and standard operating procedures.
- Research and review facility record drawings and conduct field investigations.
- Coordinate transition and update of parts and materials inventory to CMMS.
- Interpret and apply process & Instrumentation drawings for facility Process and Control Systems to the CMMS database.
- Work closely with the Capital improvement project (CIP) delivery team to obtain the project documents and the metadata information for the documents identified in the Project closeout checklist.
- Assist in managing various SharePoint Team sites such as the Wastewater Management, CMMS, WMDocs, etc.
- Maintain the WMDocs site up to date with all the newly completed CIP and O&M projects and may also need to work actively with various sections to consolidate all the Facility documents to WMDocs site.
- Training staff to use, upload, and approve documents in SharePoint WMDocs site.
- Assisting project managers with overall project file management and closeout activities.
- Interfacing effectively with consultants, contractors, operations and maintenance staff, and other city department staff.
The Environmental Services Department is seeking to fill one (1) full-time Senior Engineering Technician vacancy at the Capital Improvement Program (CIP) Division. Located at the San José-Santa Clara Regional Wastewater Facility, this position is a higher-level class in the Engineering Technician series. This position will work under the general supervision of a Program Manager. The Senior Engineering Technician will be responsible for supporting the program management workgroup and will primarily assist with day-to-day administration of program controls systems, tools and procedures, and lead program and project performance tracking and reporting.
Typical duties for this position include the following:
- Lead program reporting tasks including collecting data, drafting reports, developing graphics (charts, maps, etc.) and other materials associated with reports and presentations.
- Assist with monthly projects and program schedule updates using Primavera P6
- Administer the CIP's SharePoint site and provide support to users including:
- Creating support requests to add/delete users, troubleshoot access and functionality issues, create/modify sites, etc.
- Providing training to new users
- Coordinate annual reviews/updates to the Program Execution Plan
- Interface effectively with consultants, contractors, operations and maintenance staff, and other city department staff.
- Assist with other duties as assigned by supervisor.
Minimum Qualifications
Education: Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate).
Experience: Six (6) years of increasingly responsible sub-professional engineering/technical support experience, of which two (2) years of experience includes preparing engineering drawings, contract specifications, and cost estimates; drafting and structural detailing for final plans; construction or infrastructure inspection; or field surveying.
Acceptable Substitution: Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the remaining two (2) of four (4) years of sub-professional engineering/technical support experience. There will be no substitution for the two (2) years of experience preparing engineering drawings, contract specifications, and cost estimates; drafting and structural detailing for final plans; construction or infrastructure inspection; or field surveying.
Required Licensing: Possession of a valid State of California driver's license.

The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.
Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.
- Knowledge of Computer Maintenance Management System (CMMS) programs OR an equivalent computer database system to track data, manage and create work orders, requisitions, and purchase orders for repairs.
- Proficient in SharePoint or other electronic document management systems.
- Understanding of and experience with interpreting, reviewing, and analyzing construction drawings, infrastructure data, detailed drawings, charts, schedules, specifications, and project bidding process.
- Knowledge and experience working with consultants, contractors, and other field staff.
- Experience preparing graphics, maps, and other material for presentations and reports.
- Knowledge of collecting and analyzing field, operational, and technical data, and ability to perform field inspections and data analysis.
- Knowledge of a variety of maintenance and operation equipment.
- Knowledge of safety precautions and procedures in an industrial environment.
