Soquel Creek Water District is seeking a Human Resources Manager. This executive management position is part of the leadership team with oversight and responsibility for all HR functions including recruitment, retention, classification, compensation, employee and labor relations, training, safety, regulatory and policy compliance, benefits administration, leaves, organizational planning, and employee development & recognition programs. The position reports directly to the General Manager and is a solitary role that works closely with all departments and staff.
Soquel Creek Water District has approximately 50 dedicated full-time employees with District administration overseen by the General Manager, who is appointed by a five-member, elected governing Board. The position will be part of the Administration Department and works independently to support and enhance the District's mission and primary organizational goals.
The ideal candidate must have a desire to serve the public and a strong background in Human Resources Management and Organizational Development. You must love developing and implementing HR strategies aligned with goals, and be adept at handling a multitude of tasks, duties and responsibilities covering the full spectrum of HR functions. The District is seeking candidates who are committed to excellence in planning and coordinating activities with other departments, managing HR compliance oversight for the agency, and working with cross-functional teams to implement the District's mission and talent strategies. Candidates must have at least 4 years of experience performing professional level Human Resources work, preferably in a public agency, and a Bachelor's degree, from an accredited college or university, in human resources management, industrial/organizational psychology, business administration or a related field.
Salary: Board approved HR Manager salary eff. 1/1/2025 (+Cola CPI-Bay Area Oct.): $125,328 - $177,312 annually

Retirement: California Public Employees Retirement System (CalPERS) Classic Formula: 2.5% @ 55, PEPRA Formula: 2% @ 62; Voluntary deferred compensation 457 Retirement Savings plan. Generous retiree medical benefits are available to qualified individuals.
Time Off & Other Misc. Benefits: Vacation: 12 to 25 days annually; Sick Leave: 12 days annually; Management Paid Admin Leave: 11 days annually; Personal Leave: 2 days annually; Holidays: 12 days annually + 2 floating holidays.
