The Manager of Water Operations reports to the Director of Operations and Maintenance. The Department has an authorized staff of over 341, an annual operating budget of $126 million, and an additional $42 million in capital projects. The position has primary responsibility for East Bay Municipal Utility District's (EBMUD) water system.


The manager plans, organizes, staffs, and directs the work of three divisions: Water Supply and Water Treatment, Distribution, and Facilities Maintenance and Construction. Additionally, the Office of Water Quality also reports to this manager.


In addition to the qualifications described, you are prepared to:
Develop and administer water operations and maintenance initiatives and programs to meet the key challenges for EBMUD.
Provide leadership, inspiration, motivation and development for a diverse, interdisciplinary staff.
Develop and implement creative strategies to carry out EBMUD's Mission Statement and Strategic Plan.
Coordinate construction work to ensure completion of capital projects while minimizing risk to operations.
Demonstrate broad technical competency in managing and overseeing the operation and maintenance of a large metropolitan water system and successfully resolving related political, legal, contractual, and environmental issues.
Demonstrate exceptional managerial expertise in leveraging human, economic and technological assets to maximize efficiency and service delivery.
Represent EBMUD and the Department effectively in a wide range of meetings and negotiations.
Demonstrate financial acumen in directing and managing a significant operating budget.
Foster teamwork and work collaboratively with the Senior Management Team (SMT) and others to address key challenges and to provide timely and efficient customer service.
Respond to changing demands with flexibility and innovation.
Manage and prioritize multiple competing interests with diplomacy and tact.
Establish and implement performance and quality control standards.
Demonstrate superior verbal and written communication skills.


The annual salary for the Manager of Water Operations is $211,380 up to $320,604. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($274,800 per year).


EBMUD is governed by "civil service" merit-based principles under the MUD Act, along with relevant employment laws, union contract requirements, and other EBMUD policies and procedures. Key departmental service goals include providing timely, responsive services to clients, ensuring fairness and equity in employment matters, and supporting organizational efforts to be an "employer of choice." This position is an "at will" position and is exempt from the provisions of the EBMUD Civil Service rules.

Requirements:
A typical means of acquiring the essential knowledge and abilities is:
1. A bachelor's degree in a civil or environmental engineering or other related degree, curriculum which is accredited by ABET; AND
2. A minimum of two years of engineering experience comparable to or higher than EBMUD's Engineering Manager, Maintenance Division Manager; AND
3. Registration as a Civil Professional Engineer in the state of California.


Essential expectations include:
Technical competency in the operations and maintenance of a large complex metropolitan water system.
Managerial competency in planning, directing, and coordinating projects and/or operational programs.
Demonstrated effective leadership and team building skills.
