The District is excited to recruit for an Associate Engineer to join the Engineering Department.

Technical attributes of the ideal Associate Engineer:



  • Sound project management and construction management skills and experience.

  • Skill in maintaining project documentation and ensuring compliance with design standards and regulatory requirements.

  • Be in possession of a State of California Professional Engineers license and perform professional-level Project Management and engineering work.

  • Experience with California public contracting requirements.

  • Knowledge of wastewater engineering, including treatment plant processes, design, and construction.

  • Knowledge of wastewater collections and conveyance facilities design and construction.

  • Knowledge and experience in a breadth of engineering disciplines (civil, mechanical, structural, electrical) as they relate to District infrastructure projects.

  • Experience with CEQA and environmental permitting.

  • Experience working with other public agencies, regulatory agencies, and utilities.

  • Ability to review, modify, and manage engineering drawings and plans.

  • Familiarity with using ArcGIS for mapping, analysis, and data management.

EXAMPLES OF DUTIES


Under direction, the Associate Engineer performs journey level professional engineering work in the design, evaluation and construction of wastewater treatment plant, wastewater collection system, storm water system, and related facilities; serves as a project manager on medium complexity projects; reviews engineering reports, drawings, specifications, and calculations for sewers and other facilities to ensure compliance with current industry practices, codes, regulations, and ordinances; develops and demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.


More specifically, the role entails serving as lead Project Manager and/or Construction Manager across a wide range of projects within the District Capital Improvement Program (CIP). Close collaboration with construction inspectors, Operations & Maintenance personnel, other District staff, external contractors and consultants, and community partners is essential to accomplish critical infrastructure renewals, replacements, and capacity projects.



Furthermore, this role contributes to the District's Planning and Development program by reviewing proposed community developments and engaging with external agencies and development teams. Additionally, this position will support the District with other technical services including review and preparation of engineering reports, calculations, designs, specifications, and plans in conformance with current industry practices, codes, regulations, and ordinances.

MINIMUM QUALIFICATIONS

The following are minimal qualifications necessary for entry into the classification.


Education:


Bachelor of Science degree in Civil, Environmental, Mechanical, or Construction Engineering or related field.


AND


Experience:


Four years of progressively responsible experience in the planning, design, and construction of civil engineering projects, preferably related to water/wastewater.


OR


An equivalent combination of training, education and experience which has provided the required knowledge, skills/abilities, and attributes and is able to perform the work (with reasonable accommodation, if needed).


License/Certificate:



  • Licensed as a Professional Engineer in the State of California.

  • Possession of a valid California Class C driver's license and safe driving record.


Failure to possess and maintain the required license(s) and/or certificate(s) may be cause for discipline up to and including termination.



OTHER REQUIREMENTS



  • Background Checks: The District may conduct a background check and a reference check on candidates prior to appointment to a position within this class.

  • Independent Travel: Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other District employees, to attend meetings with community organizations, etc.

  • Hours of Work: Incumbents may be required to work weekends, holidays, irregular hours, and after normal business hours.
