We are seeking a Human Resources Technician (HR Tech) to join Valley Water's Total Rewards & Data Analytics Unit under the Human Resources Division. This HR Tech position will be assisting with the Human Resources Information System (HRIS) responsibilities, which include analyzing, calculating, processing and inputting employee payroll transactions for bi-weekly data entry, as well as processing new hires and separations/retirements. This position often requires cross-collaboration with Benefits and Payroll to ensure timely and accurate processing of employee changes and transactions, while also providing customer service to employees, managers and employees who contact Benefits via hotline calls, direct calls, emails and/or walk-ins.

Ideal candidates will have working knowledge of Microsoft Office applications and will be required to have familiarity and experience with HRIS. Direct experience with Infor is a plus. We are seeking candidates with exceptional prioritization skills, a commitment to meeting established deadlines, superb customer service and adherence to the highest standards of confidentiality and data security.

Key Responsibilities include, but are not limited to:
  • Process and input all Valley Water payroll transactions for bi-weekly data entry, and ensure required documentation is distributed to employees and managers.
  • Determine accuracy of submitted signatures and ensure adherence to MOU and Valley Water policies.
  • Support Valley Water's HRIS for any agency-wide changes or process improvements.
  • Participate in maintenance or regular updates of HRIS.
  • Attend system update meetings and review new system's data to ensure information is accurately reflected, as well as that the current MOU provisions and Valley Water policies are applied.
  • Provide timely and high-quality customer service to employees, managers, Board of Directors.
  • Respond to employee/management questions regarding payroll transactions.
  • Research and work with Payroll, Management, Labor Relations, and other agency wide stakeholders to resolve pay issues.
  • Coordinate and process new hire documentation.

Ideal Experience:
HR Tech I: One (1) year of increasingly responsible technical and administrative human resources support pertinent to the assignment involving the use of databases/HRIS.

HR Tech II: Two (2) years of increasingly responsible technical and administrative human resources support pertinent to the assignment and at least one (1) year involving the use of databases/HRIS.

HR Tech III: Four (4) years of experience completing human resource transactions involving databases and/or administering human resource programs pertinent to the assignment, such administration and management of HRIS.

Ideal Skills and Abilities (HR Tech I, II & III):
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Organizational and problem-solving skills, with proven research capabilities.
  • Excellent judgment in responding to benefits and/or recruitment related requests.
  • Tech savvy with demonstrated ability to maintain accurate records with impeccable attention to detail.
  • Must have exceptional customer service skills and be a team player willing to assist wherever there is a need.
  • Functionality and uses of HRIS and data management.
  • Adaptability when dealing with varying situations, with the ability to develop strong working/professional relationships with managers, staff throughout Valley Water, potential applicants, and candidates.
  • Proficient in MS Office Skills (Outlook, Word, Excel, PowerPoint).
  • Ability to handle confidential and sensitive matters, exercising considerable judgement and discretion and professionalism.
Ideal Knowledge (HR Tech I,II & III):
  • Principles and practices of human resources information systems (HRIS).
  • Principles and procedures of record keeping.
  • Methods and techniques to collect and analyze data and prepare reports based on findings.
  • Principles of business writing and report preparation.
Ideal Training and Education (HR Tech I, II & III):
Equivalent to the completion of the twelfth grade supplemented by college level course work in human resources, business administration, or a related field. Bachelor's degree is desirable.

Required License or Certificate

Total Rewards & Data Analytics
Unit (Position Code 1018)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite after completion of the probationary period (one year).
