

East Bay Municipal Utility District (EBMUD) invites qualified candidates to apply for an opening in the Office of the General Manager - The Technical Training Analyst is responsible for the central management and administration of technical training programs. Working under general direction, the Technical Training Analyst designs, develops, implements, maintains, and evaluates technical training programs, assesses employee training and development needs, participates in program planning activities, and conducts training classes. Coordinates and monitors vendor training related to project contract requirements, administers the documentation and coordination of training and performs other related duties as required.
This position is in the Asset Management Section of the Operations and Maintenance Department (OMD). The Technical Training Analyst will collaborate with various stakeholders in OMD and throughout East Bay Municipal Utility District (EBMUD) including staff from Employee Development, Engineering and Construction, and external contractors and vendors. Technical training projects focus primarily on assessment of training needs, design of training modules, planning and management of training, documentation, and channeling of employees to available educational resources in the community.
Typical duties may include:
- Analyzing, designing, developing, implementing, and evaluating all components (e.g. logistics and documentation) of technical training and employee development programs.
- Supporting capital projects that require technical training by reviewing specifications; ensuring contractor submittals are complete and meet technical training specification requirements.
- Researching and developing materials to support EBMUD staff in curriculum identification and planning for career development and continuing education.
- Assessing training needs and researching and recommending training methods (e.g. webinars, virtual classroom, outside training services, and other distance learning platforms), products, and materials; providing cost/benefit analyses.
- Operating and maintaining digital video production equipment and related software to create electronically recorded copies of training sessions, transferring recordings to a computer, editing recordings and creating training videos; making content available to target audience through the use of content management systems, wikis and websites; transforming audio-visual instructional material to different formats and media as appropriate.
- Developing content, coordinating and conducting training of staff on the use and function of computerized office tools, electronic devices, hardware equipment, software applications, and computer-based work management systems.
- Establishing cooperative working relationships and positive networks across a broad range of people and groups.
- Supporting and assisting with knowledge retention and organizational development efforts.

- Direct experience developing and executing training programs for a utility, construction company or similar where the majority of the workforce is comprised of construction, maintenance and trades crews.
- Experience managing contracts and negotiating differences, with a keen awareness of details.
- Experience in event management planning.
- Proficiency with common software such as Microsoft Outlook, Word, Excel, and familiarity with devices such as iPhones, iPads, and computerized tablets.
- Academic coursework in adult learning techniques.
Flexible/hybrid work from home schedule may be available for some positions in this job classification.
The salary range is $10,578 per month increasing to $11,107, $11,662, and $12,245 after 6, 18, and 30 months, respectively.

Requirements:
- A bachelor's degree.
- Two years of experience in administering, conducting, or coordinating technical training.
- Possession of a valid California driver's license and satisfactory driving record.
- Must be willing to work overtime and other hours as needed.
