Overview:
The Instrumentation & Controls Technician I/II will be part of the Raw Water Treatment Plant Maintenance Unit. This position will perform a variety of entry or journey level skilled electrical work in the maintenance, installation, inspection, testing, troubleshooting, and repair of instrumentation and controls systems typically found in large pumping plants, pipeline distribution systems, water treatment and distribution systems, hydroelectric generation, and related administrative facilities. The Control Systems Technician I/II will operate hand and power tools and equipment and perform a variety of technical tasks relative to assigned area of responsibility while observing all safety rules and regulations. This position will be assigned to work at one of Valley Water's three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Key Responsibilities include, but are not limited to:

  • Design improvements to, build, modify, install, maintain, troubleshoot, repair, calibrate, inspect, and test a variety of electronic, electro-mechanical, pneumatic, hydraulic, analytical, telemetric, supervisory control and data acquisition (SCADA), analog and digital control devices and equipment found in water treatment and distribution systems
  • Operate and maintain electronic test and calibration equipment including an oscilloscope, analog meter, digital multimeter, frequency counter, signal counter, loop calibrator and pressure calibrator
  • Work closely with engineering, operations, and contract personnel to solve problems and determine needs; estimate labor and materials required to complete assigned tasks.
  • Make rough estimates of materials and equipment required for jobs assigned; order required equipment, materials, and supplies. Maintain accurate accounts of time, labor, materials, and equipment for work performed; complete daily logs; prepare oral and written reports as necessary.
  • Develop, document, and recommend installation and maintenance plans and procedures; prepare schematics, blueprints, and layout drawings.

Ideal Experience:
Level I- One (1) year of experience in the maintenance, installation, and repair of electronic sensory and Instrumentation and Controls.

Level II- Three (3) years of experience in the maintenance, installation, and repair of electronic sensory and Instrumentation and Controls.

Ideal Skills and Abilities:
Level I- Ability to:
  • Learn to apply theories, practices, procedures, and methods applied to the installation, maintenance, repair, and modification of electronic, electro-mechanical, pneumatic, and hydraulic sensory and Instrumentation and Controls.
  • Perform job functions in a customer-oriented environment.
  • Learn operations, services, and activities of an Instrumentation and Controls maintenance and repair program.
  • Learn to install, maintain, modify, repair, and test a variety of electronic, electro-mechanical, pneumatic, hydraulic, and analog and digital systems.
  • Learn to diagnose problems in sensory and control equipment and recommend corrective action.
  • Learn to operate a variety of specialized electronic testing equipment.
Level II- Ability to:
  • Analyze computer and telemetry error messages to identify hardware and software malfunctions.
  • Install, maintain, modify, repair, and test a variety of electronic, electro-mechanical, pneumatic, hydraulic, and analog and digital systems.
  • Diagnose problems in sensory and control equipment and recommend corrective actions.
  • Operate a variety of specialized electronic testing equipment in a safe and effective manner.
Ideal Knowledge:
Level I- Some knowledge of:
  • Occupational hazards and standard safety practices.
  • Theories, practices, procedures, and methods applied to the installation, maintenance, repair, and modification of electronic, electro-mechanical, pneumatic, and hydraulic sensory and Instrumentation and Controls.
  • Methods and techniques of troubleshooting and diagnosing equipment failure.
  • Principles of mathematics, including algebra.
  • Methods and techniques of calibrating electronic equipment.
  • Principles and procedures of recordkeeping.
  • Principles of business writing and report preparation.
Level II- At a minimum, knowledge of:
  • Basic methods and techniques of troubleshooting and diagnosing equipment failure.
  • Principles of mathematics.
  • Methods and techniques of calibrating electronic equipment.
Preferred knowledge of:
  • Operations, services and activities of a control systems maintenance and repair program.
  • Operational methods and practices associated with water treatment process.
  • Operational characteristics of analog and digital sensory or control equipment.
  • Electronic analog and digital theory.
  • Use, operation, calibration, and maintenance of a variety of specialized electronic control systems test equipment and tools.
  • Principles and procedures of confined space entry.
  • Theories, practices, procedures, and methods applied to the installation, maintenance, repair and modification of electronic, electro-mechanical, pneumatic, and hydraulic sensory Instrumentation and Controls, SCADA, and telemetry system.
Ideal Training and Education:
Education equivalent to the completion of the twelfth grade supplemented by college level course work in electronics, a technical trade or a related field, AA degree is desirable.

** A practical exercise may be a part of the interview process

Required License or Certificate

  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.   • Possession of, or ability to obtain within the first 24 months of employment, a Water Distribution level 2 license issued by the California State Water Resources Control Board, Division of Drinking Water is preferred.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position requires the individual to be onsite and is typically not a teleworking position.
