The Water Treatment/Distribution Operator Trainee (Trainee) is an entry-level position. Trainees receive on-the-job training and experience by working under close direction and supervision of journey-level or supervisory staff. Trainees are further expected to enroll in home-study courses to learn principles of water operations.

The Trainee learns to operate, inspect and maintain a water treatment or reclamation plant and related facilities to supply, treat, store and distribute water for a large metropolitan water distribution system. Following 12 to 36 months of on-the-job training, home-study courses, good job performance and obtaining T2 certification, the Trainee must advance to the Water Treatment Operator classification within three years.

Examples of duties include:

  • Using hand and power tools to make limited repairs and adjustments to plant equipment.
  • Gathering and evaluating data from reading meters, gauges, charts and instruments.
  • Keeping operational records such as a plant operations log and water quality database to record test results, unusual operation conditions and maintenance work performed at the plants.
  • Maintaining plants, operating equipment and other facilities in a clean and orderly condition.
  • Collecting water and/or wastewater samples and delivering them to the laboratory.
  • Collecting water samples at established times, performing standardized quality control tests, and adjusting chemical feeders and other plant equipment accordingly.
  • Preparing reports as required.
  • Operating East Bay Municipal Utility District (EBMUD) communications systems such as cellular phones (voice and text messaging), email and online messaging.
  • Requisitioning, loading, unloading, properly examining, recording and storing materials, supplies and equipment.
  • Operating manual pumps and valves or computerized instrumentation and equipment to regulate water flow through treatment, reclamation or distribution facilities.
  • Analyzing data from appropriate meters, gauges, charts, visual inspection or control workstation to coordinate and control flow rate through various transmission and distribution facilities with demand, storage and production from those facilities.
  • Inspecting equipment and reporting any failures or abnormal operations; requesting maintenance when needed.
  • Shutting down portions of a plant system as necessary.
  • Applying pertinent regulations to drinking and treated water discharges.

Willingness and ability to perform the following are required:

  • Work any shift in a 24-hour, 7-day continuous operation, including weekends, holidays and paid overtime as needed.
  • Successfully complete home-study courses to obtain required state certification.
  • Work with and around hazardous materials and in confined spaces.
  • Work where unpleasant odors exist.
  • Perform the critical and important duties of the position, including sustained climbing, standing and walking, lifting heavy materials, such as sacks of chemicals, valve pit covers, or pressurized fire hoses weighing up to 55 pounds.
  • Report to work on time, be clean shaven on a daily basis and wear respiratory protection equipment as required.
  • Work outdoors in a variety of weather conditions.
  • Work at any of EBMUD's six water treatment plants.

The salary range is $7,548 per month increasing to $7,925, and $8,321 after 6, and 18 months, respectively.

Requirements:

  1. A high school diploma or its equivalent.
    2. Possession of a valid California driver's license and a satisfactory driving record.
    3. Within three years of hire, a WT/DOT must meet the performance and licensure requirements of the Operator position, including obtaining a California Department of Water Resources-issued T3 Water Treatment Operator's certificate. Failure to obtain certification OR to pass EBMUD's competitive standards criteria will result in termination.
