East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this temporary position (up to 6 months) in the Industrial Discharge Section of the Wastewater Department. The vacancy is a half-time position in the Job Share Program which allows two employees to equally share the work responsibilities of one full-time position. Each job-sharer works 40 hours per two-week period.
In addition to the Industrial Discharge/Pretreatment and Pollution Prevention programs, the Industrial Discharge Section also manages the Regional Private Sewer Lateral (PSL) Program. This position will have a focus within the PSL Program. The PSL Program requires property owners to comply with certifying their privately-owned sewer pipes as leak-free and ultimately reducing Inflow and Infiltration (I&I) to the wastewater treatment plant. It operates under the Regional PSL Ordinance and is required by the federal Wet Weather Consent Decree. The Wastewater Control Representatives manage the programmatic and administrative work for this significant program. Wastewater Control Representatives are responsible for managing large amounts of data and working with diverse stakeholders, including property owners, Homeowners' Associations (HOAs), plumbing contractors, and commercial parcel groups. They collaborate with both internal and external stakeholders, such as City Inspectors, to ensure and confirm compliance, as well as develop and implement education and outreach. This position requires excellent customer service skills, mastery of communication both orally and through writing, and project management expertise to coordinate project components between inspectors, administrative clerks, and the Supervisor.
Primary duties for the PSL position include:
Issuing enforcement for non-compliance with PSL Program requirements
Reviewing requests for exemptions
Organizing, interpreting, and managing large databases
Drafting and recommending Compliance Agreements for approval
Managing the receipt and refunding of Time Extension Certificate (TEC) deposits
Data analysis and trending
The Representative must:
Be a self-motivated team player

Be able to work independently
Be able to present technical information to a variety of audiences
Read, interpret, analyze, and manage complex data and technical written materials
NOTE: The recruitment for this temporary position will not result in the establishment of a civil service list.
Requirements:
- A bachelor's degree in chemistry, biology, environmental science or closely related field, and
- Two years of experience involving the inspection, investigation and evaluation of wastewater processes and discharges; OR two years equivalent experience in administering regulations or best management practices in industrial/commercial resource protection, construction inspection, or environmental compliance.
- Possession of a California driver's license and satisfactory driving record.
