The Senior Engineer - Control Systems/SCADA, serves as a subject-matter expert in control systems engineering and critical Supervisory Control and Data Acquisition (SCADA) systems, including Controllers, servers, and control systems networking, provides consulting services and exercises technical supervision throughout Valley Water; coaches, mentors, and trains employees in the field of SCADA and control systems; and exercise full supervision of assigned staff. Raw water delivery operations depend on the timely and accurate execution of Supervisory Control and Data Acquisition (SCADA) commands and control data for ensuring delivery of water to Valley Water treatment facilities, streams, and our customers. Water Treatment and treated water delivery operations depend on the timely and accurate execution of Process Control Systems command and control data for ensuring delivery of safe, clean water to our customers in the Silicon Valley.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Key Responsibilities include, but are not limited to:

  • Performs and assists assigned staff with the administration (including performance monitoring and backups), condition assessment, improvement planning (including upgrades for functionality and reliability improvements), modifications to, and corrective maintenance of SCADA and process control systems involved in the transmission, treatment, and distribution of water.
  • Plans, organizes, assigns, reviews, and evaluates the work of assigned staff; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; and assists in selection and promotion.
  • Assumes responsible charge in reviewing and overseeing the planning, development, and operation of controllers, servers and workstations, data historians, and SCADA telemetry and communications systems to ensure reliable and safe operation in compliance with Institute of Electrical & Electronics Engineers (IEEE) and International Society of Automation (ISA) standards.
  • Works with Information Technology Staff on managing cyber security in the process control environment.
  • Oversees and directs SCADA and control systems projects, including related systems reliability improvement projects and SCADA systems small caps, and studies including process control systems master plans through all phases including planning, design, construction, and close-out.
  • Maintains the systems responsible for the historical collection of SCADA data.

Ideal Experience:
  • Six (6) years of professional engineering experience performing system administration and maintenance of industrial control and/or SCADA systems in an operating environment, preferably in a critical infrastructure environment, and including at least two (2) years of lead responsibility.
Ideal Skills and Abilities to:
  • Deliver complex and technical control systems and SCADA projects in an independent and cooperative manner.
  • Administer and perform condition assessment, improvement planning, modifications to, and corrective maintenance on SCADA and process control systems.
  • Design and develop industrial control systems from initial definition, program development, factory testing, installation, final testing, and commissioning.
  • Apply controller programming, software configuration, control systems networking and communications, and historical data management system administration principles to the resolve control systems and SCADA problems.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Conduct complex projects and studies, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner and assign staff resources to meet target completion dates.
  • Plan, organize, schedule, assign, train, review, and evaluate the work of staff.
  • Represent the District to other public agencies, private organizations, elected officials, regulatory agencies, special interest groups, and the public.
  • Coach, mentor and teach employees with the purpose of transferring knowledge and skill in the subject matter area.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Ideal Knowledge to:
  • Control systems engineering design and implementation techniques and practices.
  • Principles, practices, theories, and techniques of SCADA system implementation, including controller programming, system configuration, control systems networking and communications, and historical data management system administration.
  • Engineering mathematics, economics, and statistical analysis.
  • Design and development of industrial instrumentation and control systems from initial definition, program development, factory testing, installation, final testing and commissioning, including all aspects of project documentation.
  • Principles, practices, concepts, and standards of project management as applied to the planning, design, cost estimating, construction, installation, and inspection of instrumentation and control systems and SCADA.
  • Principles and practices of project budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
  • Practices of researching complex issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Computer software applications, such as Microsoft Office, PeopleSoft, Maximo, controller programing software, HMI configuration software, historian database software, networking tools/software, and power monitoring tools/software.
Ideal Training and Education:
  • Six (6) years of professional engineering experience performing system administration and maintenance of industrial control and/or SCADA systems in an operating environment, preferably in a critical infrastructure environment, and including at least two (2) years of lead responsibility.


Required License or Certificate

  • Possess and maintain a valid license as a Professional Control System Engineer or Professional Electrical Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
