East Bay Municipal Utility District (EBMUD) invites qualified candidates to apply for the Community Affairs Representative II positions in the Office of the General Manager - Public Affairs. Under supervision, these incumbents serve as EBMUD's representatives to build understanding and appreciation of EBMUD's work, and engage members of the community, local government, and other groups. They will conduct community affairs programs to secure favorable actions on behalf of EBMUD and perform other related duties as required.


Typical responsibilities may include:
As assigned, develop, manage, and conduct community relations outreach for EBMUD programs, such as Water Wednesday Speakers Series and others.
As assigned, develop strategy and information for EBMUD outreach programs for capital/construction projects, and coordinate the information distribution through personal contact with community members, local government representatives, EBMUD Board Members and community organizations using various communication tools.
As assigned, arrange, and conduct community-contact programs designed to meet EBMUD objectives, using knowledge of changing attitudes and opinions of the community; draft fact sheets, social media posts, scripts, and other materials, and prepare photographs, display boards, audio-visual recordings, correspondence, memoranda, reports, newsletters, and other written materials to interested community groups.
Inform community groups and local government agencies of EBMUD's policies, interests, projects, initiative and concerns through presentations and other relevant engagement at community, local government, and partner agency meetings and events. Monitor progress of topics relevant to EBMUD being proposed or under consideration by local governments and regulatory agencies and providing timely information to EBMUD's management.
Request management's comments on various issues; recommend responses to specific issues, complaints, and concerns coming from local agencies and other groups, as directed.
Stay informed of current state regulations, codes, ordinances, and legislation as they relate to EBMUD policies and as they affect local government agencies.
Work with other Public Affairs staff to coordinate public information and participation on issues affecting local government agencies and other groups including meetings, presentations, and events - some of which are outside of normal business hours.
Conduct and coordinate tours of EBMUD facilities.


The salary range for Community Affairs Representative II is $10,036 per month increasing to $10,538, $11,065, and $11,618 after 6, 18, and 30 months, respectively.

Requirements:
1. Completion of four years of college resulting in graduation or its equivalent, with a major in political science, public administration, communications, public relations, or a closely related field.
2. Four years of experience as a lobbyist, legislative analyst, community relations consultant, public relations staff member or in a related career field.
3. Must possess a valid California driver's license and have a satisfactory driving record.
4. Must be willing to work evenings, weekends and other additional hours as needed.
