Job Description:

The Billing System Business Systems Analyst will provide technical support to California Water's Customer Information and Billing system including aligning user requirements between IT and the operating departments, understand and document stakeholders needs, analyze technical and business impacts of proposed changes, create and manage reports, configure the system to defined business requirements, implement enhancements and fixes, perform user training, manage security, roles, and permissions and troubleshoot and resolve production issues. This position is located in San Jose, California.
ESSENTIAL FUNCTIONS:
  • Gathers functional business requirements by interviewing and collaborating with end-users and other stakeholders; translates them into functional/technical specifications and process flow diagrams and creates Scrum user stories
  • Meets with governing body of stakeholders to obtain sponsorship and arranges funding for changes to existing functionality and new features
  • Facilitates discussions between end-users, vendors, and the IT department
  • Performs Customer Information and Billing system tests, identifies bugs, and tracks the bugs in the product backlog
  • Create scripts/small applications using Groovy or Java
  • Coordinates integration and user acceptance testing
  • Configures system and develops reports to meet specified business requirements
  • Facilitates user group meetings, feedback sessions, software demonstrations, and training
  • Manages multiple tasks with competing deadlines to ensure minimal impact to functional users
  • Coordinates upgrades, enhancements, or fixes to existing or new systems as requested
  • Complies with Sarbanes-Oxley (SOX) controls and requirements
  • Participates in and supports the Company's Continuous Improvement program and projects
  • Performs other similar duties as assigned


MINIMUM QUALIFICATIONS:
  • Bachelor's degree in computer science or closely related field or equivalent work experience
  • Strong knowledge of utility billing and/or equivalent CRM experience
  • Valid California Driver License


Required Knowledge, Skills, and Abilities:
  • Experience working in a Scrum environment
  • Experience with creating/modifying/understanding small applications or scripts using Groovy, Java, or another object-oriented programming language
  • Experience with enterprise billing applications or customer relationship management applications
  • Ability to work effectively with all levels of employees and management
  • Ability to prepare reports and provide progress updates as needed
  • Ability to communicate effectively, both verbally and in writing, with agencies, contractors, consultants, customers, employees, and vendors
  • Flexible and able to prioritize work
  • Knowledge and ability to use Microsoft Office applications to create presentations, spreadsheets, and Word documents
  • Demonstrated organizational and time management skills
  • Demonstrated project management skills


Preferred Knowledge, Skills, and Abilities:
  • Experience with Agile project management software like Atlassian Jira Software
  • Experience writing Scrum user stories
  • Knowledge of SOX controls
  • Certified Scrum Product Owner (CSPO) certification
  • Certified Scrum Master (CSM) certification
  • Knowledge of the utilities industry
  • Knowledge in at least one of the following: Oracle Customer Care and Billing (CCB), Cash to Meter (C2M) and/or Customer Cloud Service (CCS)
  • Experience with extracting data out of a database such as Oracle, SQL Server, PostgreSQL, and MySQL
  • Good problem-solving and troubleshooting skills
  • Experience creating process flow diagrams
  • Experience writing user acceptance test cases


Salary Range: $96,500 - $179,200
