Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Maintenance Operations Supervisor experience which may warrant initial placement at a higher step.

Opportunity to work a 9/80 work schedule with every other Friday off.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.




ABOUT THE POSITION

The City of Gilroy is seeking a dedicated and experienced Operations Services Supervisor to join the Public Works Department, overseeing key functions in the areas of Streets/Trees/Stormwater & Drainage. This is a unique opportunity to lead essential public infrastructure services while playing a meaningful role in shaping the future of our city's maintenance and operations.

In this important role, the Operations Services Supervisor will manage a talented team responsible for maintaining and repairing the city's streets, sidewalks, storm drains, street trees, and flood control infrastructure. The Supervisor will be responsible for the daily operations of these areas and will provide direct supervision of personnel engaged in maintenance, repair, and installation activities. In addition to supervisory responsibilities, the Supervisor will operate and maintain equipment used in the maintenance of Streets/Trees/Stormwater & Drainage, and will support other field operations as needed. The Operations Services Supervisor will also be responsible for overseeing all aspects of operations and maintenance related to the city's streets. This includes planning, organizing, evaluating, and occasionally participating in maintenance activities. Responsibilities span a wide range of tasks, including inspecting, cleaning, and repairing stormwater/drainage lines, painting traffic control markings, installing street signs, removing debris and trash, and caring for city-owned trees. The Supervisor must demonstrate a thorough understanding of all relevant regulatory requirements, policies, procedures, and work methods associated with these duties.

In addition to managing field operations, the Supervisor will coordinate activities with other city departments, work closely with external agencies and organizations, and interact with the public. A critical part of this role includes inspecting work in progress to ensure compliance with standards, identifying potential issues or delays, and making timely decisions to keep operations running smoothly.

This position offers hands-on leadership experience in managing essential municipal services while gaining valuable skills in crew supervision, budget management, project planning, and interdepartmental coordination. It also provides a clear career path toward higher-level management roles within Public Works. This is a non-exempt position in AFSCME, Local 101 Supervisory Unit.


ABOUT THE DEPARTMENT
The Streets/Trees/Stormwater & Drainage section is collaborative, skilled, and committed to high quality service. We prioritize safety, communication, and teamwork, especially during emergency response and cross-division support. Our team thrives under proactive, hands-on leadership that sets clear expectations and encourages ownership and growth. The Streets/Trees/ Stormwater & Drainage section is responsible for the maintenance and repair of the City's improved and unimproved streets, curbs, gutters, bikeways, and public parking lots, including those at City-owned facilities. This section also plays a vital role in cleaning and maintaining the city's storm drain system to ensure proper drainage and flood prevention. In addition to street maintenance and repair responsibilities, the section provides comprehensive urban forestry services. These include 24-hour emergency tree response, neighborhood tree clearance pruning, removal and replacement of hazardous or dead trees, and the planting of new trees in developing subdivisions. The team also manages the permitting process for residents seeking to plant, prune, or remove City-owned trees, helping to preserve and enhance Gilroy's urban tree canopy.


THE IDEAL CANDIDATE WILL

  • Demonstrate highly effective supervisorial and leadership abilities, team building skills, customer service responsiveness, mentorship and accountability.
  • Possess proven experience of methods, equipment, materials, and techniques used in the repair and maintenance of streets, curbs, gutters, sidewalks, drainage facilities, as well as the installation and maintenance of publicly owned trees.
  • Be a champion of workplace safety and implement safety protocols.
  • Be detailed oriented and possess good time-management skills to handle a variety of assignments and deadlines in a fast-pace and busy work environment.
  • Have experience development and implementing work plans, document work completed, and ensure accountability for high levels of productivity across the team.
  • Ensure compliance and be knowledgeable with applicable laws and regulations required by CAL OSHA, and CAL EPA and industry best practices.
  • Exercise critical thinking, open mindedness, and creative problem solving when providing day-to-day oversight and supervision.
  • Have refined emotional intelligence with the ability to read the room and handle difficult conversations when needed.
  • Demonstrate the ability to establish priorities and work on multiple assignments and projects concurrently with ability to meet hard deadlines.

  • Be able to read and interpret technical materials such as specifications, blueprints, maintenance and other materials related to field operations.
  • Be an effective communicator (verbally and written) and will follow through on commitments and deadlines.
  • Have prior experience utilizing computer maintenance management software such as Cityworks, SeeClikFix and MS Office Suite.

QUALIFICATIONS

  • Graduation from high school or GED. A college degree from an accredited college or university in a related field of study is preferred.
  • Six (6) years of work experience working in any combination of streets, trees/forestry, and/or stormwater & drainage system operation and maintenance, including two (2) years of supervisory experience at a lead worker level or higher.
  • Must possess or obtain within 12 months of appointment and maintain one of the following:
    1. State of California Qualified Applicator Certificate.
    2. State of California Pest Control Advisor License
    3. Twelve (12) college semester units from an accredited college or university OR twelve (12) continuing education units (C.E.U.s), or 120 hours of documented training in a combination of streets, sidewalks, storm drain, curb, gutter, street painting, traffic control, and/or street signs.
  • Completion of training programs in the areas of employee supervision and evaluation is strongly preferred; completion of supervisory or lead worker training academy strongly preferred.
  • Subject to weekend work, work on holidays, varied shifts, and recall on an emergency or as needed basis.
  • Possess and maintain a valid California Driver license and safe driving record necessary to operate assigned vehicle(s). Possess and maintain a valid California Class A Driver License. May be required to obtain endorsements. Must participate in the Department of Transportation Drug and Alcohol testing program, which includes submission to random drug and alcohol testing.
  • Pass an employment background check to include a Department of Justice criminal record check.
  • Pass a post-offer medical examination, which includes a drug screen.
  • Prefer non-tobacco user.
