Assistant Engineer I - Civil: $112,985.60 - $144,539.20 Annually
Assistant Engineer II - Civil: $124,696.00 - $159,619.20 Annually
Overview:
The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:
- Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.
- Review, track, and respond to contractor RFIs, submittals, shop drawings, and design clarifications; interpret contract documents and coordinate with design engineers and construction management staff to support timely resolution of construction issues.
- Support evaluation and documentation of construction contract changes, including change orders, force account work, and claims; assist with technical analysis and preparation of supporting documentation.
- Review plans, specifications, and contractor-submitted work products for conformance with professional codes, standards, and Valley Water requirements as part of quality control and constructability support efforts.
- Review and apply statutes, regulations, and contract requirements related to construction activities; support documentation and coordination to ensure compliance during construction and project closeout.

Ideal Experience:
Assistant Engineer I: None-One (0-1) year of professional civil and/or internship or public agency engineering experience.
Assistant Engineer II: Two+ (2) years of professional civil engineering experience.
Assistant Engineer I & II: Work or internship experience related to construction projects and managing construction contracts preferred.
Ideal Knowledge:
- Principles, practices, concepts, and standards of engineering as applied to the assigned field/specialty of engineering.
- Principles of mathematics and their application to engineering work.
- Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
- Office practices, methods, and computer equipment and applications related to the work.
- English usage, grammar, spelling, vocabulary, and punctuation.
- Principles and techniques for providing customer service by effectively dealing with the public, vendors, contractors, and Valley Water staff.
Ideal skills and abilities:
- Apply engineering principles, practices, concepts, and standards to engineering problems.
- Prepare, understand, and interpret construction plans, specifications, drawings, and other engineering documents.
- Perform engineering calculations.
- Learn, interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and Valley Water engineering policies and procedures.
- Learn to conduct engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports.
- Use office equipment, including computer equipment and specialized software applications programs.
- Communicate clearly and concisely, both orally and in writing.
- Organize and prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
- Effectively represent the unit and Valley Water in meetings with contractors, engineers, a variety of outside agencies, and the public.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Make sound, independent decisions within established policy and procedural guidelines, and best engineering practices.
Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.
OR
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.
Required License or Certificate

Construction Management Services Unit (Position Code 519)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
