The salary range listed above reflects the full compensation potential for this position. However, initial salary placement will typically be at the lower end of the range and will not exceed 90% of the range maximum. Placement within the range will be based on the candidate's relevant experience and qualifications. Progression through the range may occur over time, subject to continued service, good performance evaluations, and the City's administrative policies.

Opportunity to work a 9/80 work schedule with every other Friday off.



ABOUT THE POSITION

The City of Gilroy is recruiting for an enthusiastic and experienced full-time Deputy Director of Community Development for our Community Development Department. As a new position in the Community Development Department, you will play a critical leadership role in guiding the City's Department overseeing key divisions and collaborating closely with city leadership, and community stakeholders to drive initiatives that enhance quality of life, foster sustainable growth, and meet the evolving needs of our residents and businesses.

Under the general supervision of the Community Development Director, the Deputy Director will provide support in ensuring the department delivers effective, efficient, and quality services. The Deputy Director will provide high-level and complex staff assistance in developing and implementing department goals, policies, workplans, priorities, and initiatives. Additionally, the Deputy Director will assist in overseeing and streamlining development services and implementing technology enhancements. The Deputy Director will administer, plan, and direct the activities as assigned by the Director, which may include Planning, Building, Code Enforcement, Fire Prevention/Hazardous Materials/Pretreatment, and/or Housing and Community Services.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

THE IDEAL CANDIDATE WILL
  • Have proven leadership and management experience in a Community Development department for a municipality.
  • Possess strong knowledge in the areas of urban planning, building permitting processes, housing services, code enforcement, and environmental protection.
  • Have a strategic mindset with the ability to implement long-term development initiatives.
  • Provide exemplary customer service skills to include timely and accurate responses to residents and customers conjoined with empathy and a sincere desire to provide service to the community.
  • Be experienced in creating department policies and procedures, assigning tasks and projects, monitoring workflows, and implementing ways to streamline processes to improve service.
  • Understand local, state, and federal regulations related to Community Development.
  • Be effective in budget development and preparation with the ability to forecast additional funds needed for staffing or further Community Development initiatives.
  • Have strong analytical skills to solve problems, identify solutions and implement recommendations in support of goals and objectives.
  • Possess excellent verbal and written communication skills to prepare a variety of reports, policies, ordinances, and correspondence.
  • Be knowledgeable in project management and contract administration techniques.
  • Collaborate across departments and work closely with various teams to enhance operational efficiency and service delivery.
  • Prepare and present reports, presentations, and recommendations to senior management, elected officials, and the public on Community Development matters.
  • Be a solutions-oriented leader and a collaborative problem solver with competent decision-making skills.
  • Maintain effective working relationships with funding agencies, community-based organizations, other public agencies, and the public.

QUALIFICATIONS

  • A Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, urban planning, civil engineering, or any field related to community development.
  • Five (5) years of increasingly responsible experience in a related public sector position in community development or development services, including at least three (3) years of supervisory experience.
  • Possess and maintain a valid California Driver License and a safe driving record necessary to operate assigned vehicle(s).
  • Pass an employment background check to include a Department of Justice criminal record check and a credit check.
  • May be required to pass a post-offer medical examination, which includes a drug test.
  • Prefer non-tobacco user.
