Under the direction of the Manager of Budget, the Management Analyst II (Grants Analyst) is responsible for supporting the acquisition and management of grants for existing and new projects. This position involves identifying and promoting grant opportunities, drafting and supporting grant proposals, organizing grants training for departments, and monitoring and reporting on grant activities. The role also includes elements of core budget work, ensuring financial stability and accountability within the utility.
Examples of Duties:
- Identifying and promoting grant opportunities to support existing and new projects.
- Drafting grant proposals and providing support to department staff in writing grant applications.
- Organizing and conducting grant-related training sessions for various departments to enhance their understanding and ability to secure grants and then comply with grant terms.
- Monitoring, reviewing, and providing comprehensive reporting on grant activities, ensuring compliance with both internal and grantor requirements.
- Assisting in redeveloping grants policies and procedures and work with others to ensure efficient and effective grants processes.
- Collaborating with the Principal Management Analysts in the Office of Budget and Performance to identify projects suitable for grant funding.
- Supporting the implementation and maintenance of grants management software, if used.
- Assisting in the development and administration of East Bay Municipal Utility District's (EBMUD's) biennial budget, ensuring alignment with strategic goals and financial stability.
- Providing strategic financial analysis and recommendations to support informed decision-making.
- Preparing and presenting budget reports, forecasts, and financial analyses to senior management.
- Assisting with special projects related to grants, budgets, financial analyses, and process improvement.
- Ensuring compliance with all applicable laws, regulations, and industry standards related to grants and financial management.
- Staying current with advancements in grants management and financial practices, applying best practices and innovative solutions to improve operations.
Flexible/hybrid work from home schedule may be available for some positions in this job classification.
The salary range is $10,937 per month increasing to $11,484, $12,058, and $12,661 after 6, 18, and 30 months, respectively.

Requirements:
- A bachelor's degree, with major work in business or public administration or a directly related field.
- Two years of professional experience in administrative, management, budgetary, or systems analyses. A master's degree in business or public administration or a closely related field may be substituted for one year of experience.
