The Principal Management Analyst fills a dynamic role charged with balancing the needs of internal and external stakeholders. This position uses strong analytical and communications skills to plan and communicate key financial directives for East Bay Municipal Utility District (EBMUD). The Principal Management Analyst is the advanced level in the Management Analyst classification series at EBMUD. Reporting to the Manager of Budget, the Principal Management Analyst in this classification performs difficult and complex administrative, budgetary, financial, systems, and operational analyses, project management/coordination and supervise personnel.

This position will be the primary analyst for staffing and labor, reviewing and analyzing staffing-related changes. They will also serve as the analyst lead for EBMUD's Strategic Plan and Key Performance Indicators (KPIs), including EBMUD-wide coordination of revisions to and reporting out on the KPIs. They will also serve as the lead analyst for reporting on EBMUD's $521.6 million annual operating budget as of FY 2025. The role will additionally provide supervision for one or two management analysts.

Responsibilities of the analyst in ensuring customer value include:

  • Planning, prioritizing, preparing, and analyzing EBMUD-wide biennial operating budgets and multi-year financial plans.
  • Performing complex financial and administrative analyses such as recommendations on budget funding while exercising a wide latitude of independent judgement.
  • Monitoring expenses and developing recommendations to resolve budgetary shortfalls.
  • Developing recommendations for improvements in the monitoring and development of the biennial budget.
  • Preparing and presenting various budget and key performance indicator reports for senior management and the Board of Directors.
  • Recommending and implementing approved budgetary-related policies and procedures.
  • Investigating and making recommendations which may include the assessment of functions, organizational structure, staffing, and cost-effectiveness.
  • Closely cooperating and coordinating with personnel at all organization levels in situations requiring persuasion and negotiation.
  • Supervising staff, assigning, reviewing, and evaluating work in addition to implementing staff development initiatives.
  • Coordinating or managing projects, studies, or other work assignments with individuals, groups, departments, or other agencies.

The ideal candidate will have demonstrated proficiency in analyzing the costs and long-term impacts of staffing changes; ability to implement complex analyses in Microsoft Excel; excellent written and oral communication skills; knowledge of public utilities budgeting and their operations and structures; experience working with EPM-Planning and EPM-Narrative Reporting.

The annual salary is $142,404 up to $215,988. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($185,124 per year).

Requirements:

  1. Bachelor's degree with major work in business or public administration, economics, finance, or a closely related field.
  2. Five years of progressively responsible professional experience in administrative, management, and budgetary economic, information systems, utility financial management or financial analysis.
  3. A master's degree in a related field may be substituted for one year of the required experience.
