The District is excited to recruit a Senior Engineer to join the Environmental Services Department.

The Senior Engineer will work in a highly collaborative environment under the general supervision of the Environmental Services Director.

The ideal candidate will be an enthusiastic and adaptable professional, with a passion for the environment, regulatory compliance, and the wastewater industry with considerable experience in environmental program management. The ideal candidate embodies a blend of technical expertise, regulatory knowledge, and leadership skills. This individual will be pivotal in ensuring that the District continues to exceed all regulatory standards while driving continuous improvement through proactive planning.


Qualities of the ideal Senior Engineer - Environmental Services:

  • Be highly accountable and motivated to independently lead projects, break down assignments, and keep self and the project team on task.
  • Deep understanding of Federal, State, and local regulations related to wastewater treatment. Proven track record of successfully navigating and complying with NPDES (wastewater and stormwater), Clean Air Act, and/or other relevant regulatory frameworks.
  • Experience in preparing and submitting permit applications, regulatory reports, and compliance documentation.
  • Be self-confident, with the ability to share sound recommendations, receive feedback in a productive manner, and quickly adapt to changing conditions and unforeseen issues and needs.
  • Ability to develop and manage program budgets, allocate resources efficiently, and lead partnerships and cross-functional teams.
  • High degree of skill in building and maintaining cross-agency partnerships and leading multi-disciplinary teams to meet regulatory compliance goals.
  • Have concise, productive, and persuasive oral and written communication skills.
  • Have strong organizational skills; be able to produce and/or obtain and organize key correspondence and relevant decision-making documentation and records. Be committed to maintaining detailed and organized records in accordance with District policies.
  • Be self-motivated to support the wastewater/ stormwater industries; learn about new technologies, practices, and regulations; advancing the industry and supporting fellow agencies.

EXAMPLES OF DUTIES

Under general direction, the Senior Engineer class supervises and manages a wide variety of engineering programs. This class develops and implements regulatory projects as assigned. This class serves as a technical resource for lower-level staff and Engineering Manager.

This is the senior level class in the professional engineering series. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Work is performed in accordance with professional engineering standards, laws, rules and regulations, and District policies and procedures.

Environmental Services Programs at FSSD include:

  • NPDES Compliance, including submission of Discharge Monitoring reports (DMRs) and other required annual, quarterly, and monthly reports
  • Industrial Pretreatment Program, including issuing permits to industrial users, managing industrial inspections, and providing technical assistance to ensure pretreatment requirements are met.
  • Operation of an in-house ELAP / TNI Certified Wastewater Laboratory
  • Air, Biosolids, Recycled Water, and Industrial Stormwater Compliance
  • Program Management of the Solano Stormwater Alliance between multiple cities and districts.
  • Active participation in various interagency groups and partnerships, including the Bay Area Clean Water Agencies, the Bay Area Municipal Stormwater Collaborative, and the California Association of Sanitation Agencies.
  • Pollution Prevention and Community Engagement.

MINIMUM QUALIFICATIONS

The following are minimal qualifications necessary for entry into the classification.

Education:
Bachelor of Science degree in Civil or Environmental engineering or related field.

AND

Experience:
Seven years of progressively responsible engineering experience, with a significant portion dedicated to regulatory compliance, preferably related to municipal wastewater.

OR

An equivalent combination of training, education, and experience which has provided the required knowledge, skills/abilities, and attributes and is able to perform the work (with reasonable accommodation, if needed).

License/Certificate:

  • Possession of a Certificate of Registration as a Professional Engineer issued by the State of California.
  • CWEA Certification in ECI or Lab is preferred.
  • Possession of a valid California Class C driver's license and safe driving record.

Failure to possess and maintain the required license(s) and/or certificate(s) may be cause for discipline up to and including termination.

OTHER REQUIREMENTS

  • Background Checks: The District may conduct a background check and a reference check on candidates prior to appointment to a position within this class.
  • Independent Travel: Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other District employees, to attend meetings with community organizations, etc.
  • Hours of Work: Incumbents may be required to work weekends, holidays, irregular hours, and after normal business hours.
