The Director, Engineering and Construction reports to the General Manager and is a key member of the District's Senior Management Team (SMT). This position has primary responsibility for EBMUD's engineering and construction programs. The Director plans, organizes, staffs and directs the work of five divisions within the Department: Design, Construction, Engineering Services, Water Distribution Planning and Pipeline Infrastructure. This is an exempt (at will) position, serving at the will of the Board of Directors.

KEY CHALLENGES
The Director works collaboratively with client departments to develop updates to the Capital Improvement Program (CIP) and takes a lead role in implementing the dozens of major projects comprising the CIP. Those projects include planning, design and construction of major water infrastructure, including both rehabilitation and new construction. Key infrastructure includes water treatment plants, pipelines, dams, pumping plants and tanks. Most of the work is in a highly urbanized setting and-or in sensitive environments, and involves working with diverse stakeholders including communities, regulators, and other agencies.

Other duties include:

• As a member of the Senior Management Team, participating in strategic planning and agency-wide initiatives.
  
• Developing and maintaining a highly skilled, motivated workforce to accomplish the work of the department in accordance with EBMUD's values and Diversity, Equity, and Inclusion Strategic Plan.
• Providing engineering support to internal customers.
  
• Developing comprehensive assessments and plans to guide CIP work.
  
• Participating in ongoing disaster preparedness .
  
• Developing and implementing process improvements through appropriate use of technology and advancing EBMUD's research and innovation programs.

THE IDEAL CANDIDATE
In addition to the qualifications described, you are prepared to:

• Administer the Engineering and Construction programs to meet the key challenges for EBMUD.
  
• Provide leadership, inspiration, motivation, and development for a diverse, interdisciplinary staff.
• Develop and implement creative strategies to carry out EBMUD's Mission Statement and Strategic Plan.
  
• Serve as EBMUD's Chief Dam Safety Engineer with the support of staff specialists.
  
• Demonstrate broad technical competency in managing and overseeing major engineering projects and in successfully resolving related political, legal, contractual and environmental issues.
  
• Demonstrate exceptional managerial expertise in leveraging human, economic and technological assets to maximize efficiency and service delivery.
  
• Represent EBMUD and the Department effectively in a wide range of meetings and negotiations, often in highly political environments.
  
• Demonstrate financial acumen in directing and managing significant capital and operating budgets.
• Foster teamwork and work collaboratively with the SMT and others to address key challenges and to provide timely and efficient customer service.
  
• Respond to changing demands with flexibility and innovation.
  
• Manage and prioritize multiple competing interests with diplomacy and tact.
  
• Establish and implement performance and quality control standards.
  
• Demonstrate superior verbal and written communication skills.
  
• Demonstrate leadership consistent with EBMUD;s values.

The annual salary is $214,740 up to $325,692. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($279,156 per year).

Requirements:
A bachelor's degree in Engineering and multiple years of progressively responsible engineering experience at a management level. Registration as a Professional Engineer in the State of California is required.

Essential expectations include

• Technical competency in design, construction, engineering support, planning and/ or related areas
  
• Managerial competency in planning, directing and coordinating major engineering programs and functions
  
• Demonstrated effective leadership of large, complex projects from initial design through completion, including excellent negotiation skills
  
• Exceptional communications skills, ability to build collaborative relationships with internal and external stakeholders, and effectively build a strong leadership team.
