The District has an immediate opening for a Coach for the Mechanical Maintenance Team (FMC), in our Fabrication, Maintenance and Construction Workgroup. The FMC Coach is a Mid-Level Manager who plans, organizes, supervises, and directs the District's mechanical maintenance team. The FMC Coach directs the work of staff engaged in the preventive, routine, and emergency installation, repair, maintenance, and overhauling of treatment plant, pumping stations, transport system, buildings and all other District facilities.

The Organization

Union Sanitary District (USD) is an award-winning, innovative special district providing wastewater collection, treatment, and disposal services to the residents and business in the cities of Fremont, Newark, and Union City in the south-eastern San Francisco Bay Area. We proudly celebrated 100 years of service to our communities in 2018.

The District's service area encompasses 60.2 square miles with over 830 miles of underground pipelines. The District treats an average dry weather flow of 24 MGD and has a total average dry weather capacity of 33 MGD. USD serves 356,000 residents and over 3,000 commercial and industrial parcels. The agency employs 144 staff.

About the Job

As the FMC Coach, here are just a few of the things you will be working on: (For the complete job description, click here.)
  • Diagnoses, interprets, and troubleshoots equipment problems; inspects work locations, notes routine and special equipment needed and difficulties which may be encountered; makes estimates of time, labor, and materials needed.
  • Assigns work and assists subordinates in inspecting, repairing, and maintaining mechanical, equipment, and structures; discusses job assignments with subordinates, giving direction and details; ensures that work conforms to drawings, plans, specifications, and directions given.
  • Trains other classifications in the proper methods, materials, techniques, and safety procedures for repair and maintenance of wastewater treatment plant and pump station equipment; and other shop, field, and plant equipment. Procures and organizes training for maintenance staff.
  • Ensures that the District's safety program requirements are implemented and carried out; works with staff and the Environmental Health and Safety Specialist to identify and resolve safety issues.
  • Performs recordkeeping, inventory control, and scheduling; furnishes the Maintenance and Technology
  • Manager with information for parts and inventory; completes the requisition of materials needed.
  • Furnishes information and recommends action to the Maintenance and Technology Manager for improved operation and maintenance of District facilities and equipment; supervises the District's preventive maintenance program.
  • Effectively plans and coordinates the use of materials, equipment, workgroup staff and other District employees, contractors, vendors, other agencies staff, and others to accomplish assigned projects.
  • Assists in preparing and implementing the team(s) budget; forecasts additional funds needed for staffing, equipment, materials, and supplies; authorizes, monitors, and controls expenditures.
  • Assists in employee selection; determines employee safety and training needs and evaluates job performance.
  • May perform the duties of the Maintenance and Technology Manager in the absence of the Manager.

Qualifications
About You
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities indicated below is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:

Education and Experience:
Completion of the twelfth grade or its equivalent. Completion of some college coursework is highly desirable and five years' increasingly responsible experience in mechanical repair and maintenance of treatment plant, pump stations and collection system equipment or in a related field. One year of experience in a lead capacity and/or additional education related to mechanical maintenance, public or business administration or supervision in the public sector is highly desirable.

Other combinations of education and experience may fulfill the requirements, at the discretion of the hiring manager.

Knowledge, Skills and Abilities:

You must have knowledge of:
  • Must have outstanding verbal communication and interpersonal skills.
  • The District's goals and initiatives and be able to communicate these goals.
  • Excellent judgment in carrying out both technical and management responsibilities, addressing issues with integrity, fairness, and flexibility.
  • Methods, practices, materials, tools, equipment, and safety procedures used in the installation, dismantling, troubleshooting, maintenance, repair, and overhauling of mechanical equipment used in wastewater treatment, pumping facilities and related equipment.
  • Budget preparation and administration.
  • Reading and interpreting plans, specifications, drawings, piping, estimating material, labor and equipment costs.
  • Ability to inspect work locations and equipment to determine work to be performed.
  • Work effectively with all District personnel, outside contractors, vendors, suppliers.
  • Enforcing District and OSHA safety standards.
  • Effective employee supervision, training and personnel management, including work planning, assignment, review and evaluation, and the training of staff.
  • Employee relations concepts and methods including leadership, motivation, team building and conflict resolution.
  • Modern office practices, methods, computer equipment and applications related to the work.

Licenses, Certificates, or Credentials and Other Requirements:
  • Must possess a valid Class C California driver's license, have and maintain a satisfactory driving record, and be insurable by the District to operate District vehicles.
  • Possession of a Class B California driver's license is desirable.
  • Forklift Training Instructor certification desirable.
  • Must possess the physical characteristics to perform the critical and important duties of the job.
  • Hours of work will be 5:00 am – 2:30 pm, on a 9/80 schedule (alternating Fridays off).
  • Must be on call and available after hours to respond to urgent matters for up to two weeks per month.
