The Principal Management Analyst is the advanced level in the Management Analyst classification series at East Bay Municipal Utility District (EBMUD) and fills a dynamic role charged with balancing the needs of internal and external stakeholders. This position uses strong analytical and communications skills to plan and communicate key financial directives for EBMUD. Reporting to the Manager of Budget, the Principal Management Analyst in this position will perform difficult and complex administrative, budgetary, financial, systems, and operational analyses, project management/coordination and may supervise personnel.



This position will play a crucial role in securing and administering external funding available through grants, partnerships, and other funding sources, and supporting various departments in obtaining grants to further EBMUD's mission of providing reliable, high-quality water and wastewater services at fair and reasonable rates. This position combines analytical expertise, project management, local, state, and federal funding landscape knowledge, and grant writing skills to successfully acquire grants for EBMUD's initiatives. The position may also manage contracts with external vendors to support implementation of a grants program.


As appropriate to the assignment, the ideal candidates will demonstrate proficiency in conducting facility asset management analyses using ArcGIS or other modelling software; project planning and management; construction and maintenance support and start-up; oral and written communication skills; experience with designing contract bid documents for pipelines; and engineering analyses.



KEY RESPONSIBILITIES


Grant Writing and Application:



  • Researching and identifying relevant grant or other funding opportunities from government agencies, foundations, and other funding sources.

  • Developing compelling grant or other funding proposals, including project narratives, budgets, and supporting documentation.

  • Collaborating with senior managers and staff to gather information and insights necessary for funding applications.

  • Ensuring compliance with grant requirements and deadlines is appropriate for the size of the funds available.



Grant Administration:



  • Tracking grants, deadlines, and reporting requirements.

  • Monitoring grant-funded projects to ensure they remain on track and within budget.

  • Working with departmental teams to track and report on grant-funded initiatives' progress and impact.

  • Reporting to the Board and senior management team on grants through their entire lifecycle, from pre-application to reporting and closeout.



Technical Assistance and Support:



  • Providing guidance and technical assistance to departments seeking grant funding.

  • Assisting in aligning departmental goals with available grant opportunities.

  • Offering expertise in grant-related regulations, policies, and best practices.



Stakeholder Collaboration:



  • Collaborating with external partners, community organizations, and other stakeholders to strengthen grant applications and project partnerships.

  • Representing EBMUD at grant-related meetings, conferences, and events.



Research and Evaluation:



  • Staying informed about emerging trends and changes in grant funding opportunities and regulations.

  • Evaluating the effectiveness of grant-funded programs and initiatives and make recommendations for improvements.




The annual salary is $137,724 up to $208,848. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($179,040 per year).

Requirements:



  1. Education: Bachelor's degree with major work in business or public administration, economics, finance, or a field related to grants, public agencies, or the water and wastewater utility sector.

  2. Experience: Five years of progressively responsible professional experience in administrative, management, and budgetary economic, information systems, utility financial management or financial analysis.

  3. A master's degree in a related field may be substituted for one year of the required experience.
